Job Description
Global objective
The DEAR Support Team shall support the European Commission in i) further developing its
strategic DEAR policy, ii) ensuring the effectiveness and efficiency of DEAR projects; iii) assuring
that the European Commission is recognised as a point of excellence regarding DEAR.
Specific objective(s)
The specific objectives of the DEAR Support Team are, to:
1. Contribute to further develop the EC DEAR policy, making it more strategic, effective and
efficient;
2. Develop and implement a policy of capacity building for EC DEAR stakeholders;
3. Develop and implement a process of capitalisation (lessons learned and good practices
identified and applied) from past and on-going DEAR EC-funded projects;
4. Conceive, create and animate a space (in reality and virtually) for networking of the
European Commission with EC DEAR projects, Member States representatives, National
platform representatives, stakeholders and academia;
5. Support the European Commission in strengthening its cooperation and networking between
i) the European Commission, ii) Member States representatives responsible for DEAR and
iii) DEAR Stakeholders, iv) National Platforms dealing with DEAR;
6. Improve the visibility of DEAR Programme.
Profile and/or expertise required
Each of the experts:
- Excellent in English, both spoken and written (=working language)
- For each expert, minimum 7-8 years experience in the field of Development Education and
Awareness Raising.
- Expertise and substantial experience in the field of development cooperation with Civil Society and
Local Authorities and in particular in the area of Development Education and Awareness Raising
- Good communication skills, ability to conduct interviews at high political level (ministries of the 27
MS)
- Experience in conducting evaluations within agreed methodologies and evaluation techniques and a
track record of delivering results to professional standards
Regarding the capitalisation expert, experience in i) capitalisation of results from projects (preferably
DEAR projects), ii) capacity building of CSOs (preferably in the field of DEAR), iii) established network
of contacts to academia dealing with DEAR, iv) knowledgeable of DEAR operations as conducted by
CSOs and LA in Europe; v) animation of workshops and seminars (participatory approaches, such as
Open Space, World Caffee…)
