Project/Proposal Summary:
MSI is recruiting a Decentralization and Local Government Coordinator for an anticipated USAID Strengthening Civic Participation program in Rwanda. The Decentralization and Local Government Coordinator will be based in Kigali, Rwanda and is expected to remain in the position for the duration of this three year program. The objective of the project is to positively impact the country's Millennium Challenge Corporation (MCC) Ruling Justly indicators, specifically political rights, civil liberties, and accountability.
Position Summary:
The DLGC will work with the project's Senior Technical Advisor to coordinate all project decentralization and governance activities. This includes working with national ministries, local government officials, and district commissions to identify district-level needs, design outreach and training, and increase opportunities for public input. The DLGC will oversee and evaluate training provided by local and international trainers. The position also includes training and mentoring field staff, working with program grants staff to establish and manage a grants management system, reporting on grant activities, and working with the Finance Manager to ensure financial integrity of the program. The DLGC may be asked to represent the project as required at project sponsored events and at meetings and events organized by project partners and other relevant organizations.
