SAEP works to advance energy policy and regulatory reform, and accelerate investment to increase power generation and access to electricity throughout the region. According to World Bank data, less than 25% of the non-South African population living in the Southern African region have access to electric power. The limited reliable power affects the competitiveness of Southern African industry, agriculture, and the economic opportunity and health conditions for rural populations, women, and youth. Through strengthening the enabling environment and facilitating public and private transactions, SAEP leverages the momentum of private investment to help focus SAEP’s resources in ways that best support the reform of national and regional energy ecosystems. At the same time, SAEP produces the tangible results needed to create a sustainable cycle of additional reforms, increased investment, and continued political will.

Position Description, Objectives, and Project Overview:

Deloitte Consulting LLP seeks a short-term IFI Procurement Specialist to support Outcome 3 of the USAID Southern Africa Energy Program (SAEP): improved regional harmonization and cross-border electricity trade. Specifically, SAEP is working to improve planning, operational, and trading capabilities of market participants and SAEP countries working within SAPP (Southern African Power Pool). This will improve the operations and increase the transmission capacity, reliability, and redundancy of the SAPP interconnected transmission system. At the same time, it will optimize the Southern African power market and enhance the commercial viability of major regional infrastructure projects.

The AfDB is providing funding for the implementation of a 400kV transmission line project in Angola. The project will consist of a 343km 400kV line, a 400/220/60kV substation, and some 220kV line and substation works. The implementing agent will be RNT, the transmission utility of Angola. In order to initiate the advance all procurement activities and to assist the implementing agent on this project, it is intended that an IFI Procurement Specialist is recruited to assist SAEP to perform the duties required, with a strong focus on capacity building and skills transfer.

Responsibilities:

The IFI Procurement Specialist will take full responsibility for procurement under the Project, supported by a team of technical experts. Under the general supervision and guidance of SAEP the main duties and responsibilities of the IFI Procurement Specialist are, but not limited to:

  • Define and implement a procurement management system based on the guidelines and procedures of the AfDB and government regulations for the procurement of goods, works and services
  • Update the Procurement Plan, detailing each category (goods, works, services, etc.), the estimated cost for each package, the procurement or selection methods and processing times for each package which will assist procurement activity
  • Assist RNT to advance the procurement processes, including those for International and National Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ thresholds, prior review requirements specific to the project
  • Prepare Bidding Documents (including pre-qualification documents) according to the applicable procurement method and ensuring the application of AfDB’s rules and procedures
  • Monitor the AfDB’s response to No-Objection requests related to procurement
  • Expand Requests for Expression of Interest (REOI), Request for Quotations (RFQ), Terms of Reference (TOR), Requests for Proposals (RFP) and other procurement documents
  • Monitor and ensure the timely response to procurement questions raised by the AfDB
  • Prepare the organization of bid/proposals opening sessions, ensuring that the appropriate guidelines are followed
  • Prepare the procurement evaluation processes, ensuring that appropriate guidelines are followed
  • Prepare the response to the inquiries and the communication of the evaluation process results to the applicants, according to the guidelines
  • Prepare the contract negotiation minutes
  • Set up a procurement tracking system that would permit the monitoring of the implementation of procurement activities
  • Establish and maintain central procurement filing system, and ensure that all related documents are included in the files to ease the retrieval of information and the follow up of paper trail of procurement by independent external auditors or authorized agents
  • Ensure contract quality management: ensure the monitoring for timely and accurate execution of contractual clauses (payments, delivery schedules, report submission and approval)
  • Prepare the necessary measures to monitor the delivery of the goods and the implementation of the services, verifying quantity, quality and timeliness
  • Establish a database of qualified suppliers and consultants and ensure its periodical update
  • Provide training as a measure of capacity building to the Project’s Procurement Assistants/Trainees
  • Participate in the PIU meetings and AfDB’s supervision missions
  • Perform other tasks relevant to the success of the project, assigned by the Project Coordinator or SAEP

Minimum Skills, Educational Qualifications and Experience:

  • Bachelor’s degree in a relevant area of Business Management, Project Management, Procurement Management, International Development or related field
  • Minimum 5 years’ experience in Projects’ Procurement financed by the multilateral institutions, especially through the African Development Bank (AfDB) and World Bank
  • In depth knowledge and expertise of AfDB’s and World Bank’s procurement rules, guidelines, and overall familiarity with AfDB’s general procurement practice preferred
  • In depth knowledge of the Transmission Line projects from Inception to Financial Close (FC)with specifically experience in Angola
  • Well-versed in the African Power Sector with specific experience in the countries of Southern Africa
  • Proficient Portuguese and English required
  • Ideally located in Luanda, Angola. We may consider staffing from Southern Africa region more broadly
  • High proficiency in Microsoft Office suite (e.g., Excel, Project, PowerPoint, Word);
  • Demonstrated ability to collaborate with others, driving results across multiple work streams; and
  • Strong individual initiative, including the ability to take ownership of work and work product, motivate others to produce strong work product and solve problems
  • Specific experience in sub-Sahara Africa, particularly in Lusophone countries; and
  • Prior experience on a donor-funded energy sector project delivery. USAID-funded project preferred

NOTE: No relocation cost will be covered by Deloitte Consulting Overseas Projects LLC or the USAID Southern Africa Energy Program.
