Overview:

The purpose of this assessment is to build upon an initial landscape assessment that USAID/Mexico conducted to assess the private sector operating environment in Mexico. It will a) identify private sector engagement opportunities and gaps that advance development objectives, and b) explore key private sector engagement opportunities in a post COVID-19 and United States, Mexico, Canada Agreement (USMCA) environment.

The PSLA for USAID/Mexico will identify how USAID can engage and collaborate with the private sector in tackling mutual development challenges. The assessment will identify potential shared value priorities with the American and Mexican private sector. It will help the Mission understand interests and priorities of the private sector that relate to the development challenges USAID seeks to address, how USAID can leverage these interests to engage with specific actors, sectors/industries (and, to the extent feasible, individual companies), and what private sector should USAID target in order to address the development challenges above. It should outline potential collaboration models that may be useful in approaching the challenges outlined (building on those currently employed by the Mission or proposing new avenues); and how and in what circumstances USAID should engage additional interlocutors, such as GOM actors, in conjunction with private sector engagement.

Responsibilities

Using your subject matter skills provide substantive and strategic input to the PSLA. Tasks could include, but not be limited to:

Scope of Work:

  • Design the methodological framework for democracy, rule of law, and governance
    issues for the landscape assessment;
  • Participate in a review of the USAID/Mexico portfolio;
  • Conduct of site visits (when applicable and feasible);
  • Meet and interview USAID resource partners at appropriate levels;
  • Participate in discussions with USAID;
  • Interview USAID staff and a representative number of experts;
  • Participate in review of relevant documentation;
  • Other duties as asigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications

Minimum Requirements:

  • Five years post-degree experience in Mexican democracy and governance, and its connection to the private sector
  • Computer skills in word processing and spreadsheets
  • Experience writing concise, concrete and clear evaluation or assessment reports
  • Fluent in Spanish and English, both written and oral.

Education: Master’s degree in sociology, anthropology, political science or a related field.

Preferred Knowledge, Skills and Abilities:

  • Five years of experience working with international donors
  • At least one year of experience working with USAID
  • Experience designing assessment methodologies, preferably in private sector engagement

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: Travel within Mexico might be required.
