About the role:

As a Deputy Accounting Officer you will serve as a supervisor, providing planning, directing, organizing, and exercising control over supervisory employees and in part sharing responsibility for managing the Financial Management Division’s systems, accounting, and budget execution processes.

What you’ll do:

  • Responsible for managing the financial management systems, accounting, budget execution processing, transfer of funds, portfolio services, and responding to audits.
  • Responsible for assisting, managing, and maintaining the Corporation’s integrated financial management system.
  • Ensures proper functional integration with DFC’s financial systems, including budget, accounting, loans, insurance, and financial reporting.
  • Ensures that the financial systems provide accountability for agency funds and assets and full disclosure of DFC’s financial operations, including responsibility for proper management of DFC’s financial resources in accordance with applicable Office of Management and Budget (OMB), U.S. Treasury, and statutory and regulatory requirements.
  • Manages Financial Management participation in DFC’s budget execution and associated reporting.
  • Serves as point of contact for DFC’s external auditors and the annual financial statement audit.
  • Manages separate financial management modules for DFC’s finance and insurance portfolios.

Experience we’re looking for:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing”)

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g.., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

AND

ADDITIONAL REQUIREMENT

In addition to the Basic Educational Requirement listed above, you must meet the required specialized experience.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

1. Experience preparing or auditing financial statements and reports of complex Federal government agencies that demonstrates a thorough understanding of Treasury regulatory reporting requirements (GTAS, TROR, DATA Act) and Generally Accepted Accounting Principles for Federal reporting entities.

2. Experience leading teams or work groups and managing projects involving financial operations, processes, systems, and/or associated external and managerial reporting.

3. Experience managing, maintaining or reviewing integrated financial management systems for large, complex organizations including developing or reviewing requirements for automated business systems to enhance financial management operations.
