Job Purpose
The incumbent supports the Chief Audit and Compliance Officer in: developing and implementing vision, strategy and business plans to maintain and improve how International Medical Corps ensures it complies with applicable internal and external policies, procedures, laws and regulations; coordinating the work of the Ethics & Compliance Unit. This position also carries out specific compliance initiatives; supervises directly the head positions for the Field Compliance and Investigations units; manage other designated headquarters compliance staff; represent International Medical Corps externally towards donors on compliance and investigation matters and in relevant peer compliance networks.
MAIN TASKS AND RESPONSIBILITIES
Ethics & Compliance Documents
· Create the Unit’s long-term strategy and annual business plans; liaise with Management positions to developing and tracking the Unit’s financial budgets and actual expenses
· Develop a suitable set of KPIs and a process to capture and report against those KPIs periodically
· Regularly review founding and governing documents for the Unit and propose updates as necessary
· Draft and present approved reports to the Executive Leadership Team and to the Board’s Audit, Compliance & Risk Committee
Policies & Procedures
· Coordinate, and carry out, monitoring of the societal/legal/regulatory landscape and translate to the Unit’s operations
· Coordinate the development and maintenance of, and develop and maintain, applicable ethics and compliance policies and procedures including monitoring activities
Training & Communications
· Monitor training/communication of ethics & compliance topics to staff and appropriate external parties such as vendors and partners, and advise on and implement improvements
Internal Investigations
· Oversee the Investigations Unit, which includes:
· Overseeing that the Unit develops and implements a comprehensive strategy and plan; that it has the required human and financial and other resources; and that it delivers against set KPIs
· Overseeing the human resources management effectuated by the Head of Investigations
· Review investigation plans and progress reports, investigation report drafts
Cross-Departmental Coordination
· Coordinate with other departments to review oversight mechanisms, assess risk, and recommend best practices
· Communications with Donors and Other Third Parties
· Communicate with donors regarding compliance investigation issues
· Respond to donor/other third-party requests for information about International Medical Corps’ ethics & compliance program
· Assist other departments in developing regular communications with donors and other third parties around compliance-related issues
· Develop relationships with peer group organizations, professional associations, and government agencies

Qualification
· Master’s degree with emphasis in Organizational Behavior, Business Administration, Fraud Management, Law or Accounting. Equivalent combination of relevant education and experience may be substituted as appropriate.
Experience
· 15+ years of relevant and progressive experience working in the ethics / compliance related field; of which at least 5 in a managerial capacity;
· Experience in international NGO working in developing countries or similar organization
· Business process improvement and change management experience
· Attention to detail, time management, and prioritization skills;
· Strong writing and communication skills
· Strong Analytical skills
· Project Management skills
