Program Description:

Addressing Mango Production and Post-harvest Loss and Increasing Fish Yields (AMPPLIFY) is a five-year project funded by the U.S. Department of Agriculture under the Food for Progress Program that will facilitate a resilient and growing trade of mango and fish, sustained by profitable farmers making ongoing productivity and climate-smart investments to maintain the health and performance of their farms across Côte d’Ivoire. Over the next five years, the project will use a facilitative market-based approach that leverages the resources of the private sector to drive incentives and behavior change throughout the market system, which can achieve improved productivity, trade, and food security through the provision of high-quality, accessible goods and services for farmers and other value chains (VC) participants.

Job Summary:

TechnoServe seeks a results-oriented professional to collaborate with the Chief of Party (COP) in the implementation and administration of the project. The Deputy Chief of Party (DCOP) will support the COP with overall management of program operations and ensure effective and timely project execution.

Duties and Responsibilities:

• Support the Chief of Party in the overall monitoring of the project against milestones and work plans and in implementing course corrections as needed

• Monitor and follow up on critical management and planning issues to ensure effective and timely project execution

• Manage review and finalization of internal and external project documents, including donor deliverables, presentation decks, studies and technical reports.

• In collaboration with the Chief of Party and the MEL Manager, design, review, and continuously improve program implementation on the basis of results obtained based on quantitative and qualitative data and feedback from project participants, clients, partners and staff

• In collaboration with the Chief of Party and the Communications Manager, develop marketing and communications content, including newsletters, blog posts, factsheets, studies, brochures, videos and other communications, assuring high-quality, accurate, and relevant content.

• In collaboration with the Chief of Party and Operations Manager, support budget tracking, contract modifications, deliverable tracking against budget, and administrative follow-up.

• Support recruitment and contracting of staff, fellows, and interns as needed.

• Plan, organize and participate in project meetings, workshops, seminars and stakeholder events;

• In collaboration with the Chief of Party, ensure that programming execution meets TechnoServe quality standards;

• In collaboration with the Chief of Party and the senior sub-awards and grants specialist, manage the implementation of the project’s matching grant program, overseeing due diligence, reporting, budgeting, auditing, sub-grant projects monitoring, and other operational activities in compliance with subgrant-making guidelines. (senior sub-awards and grants specialist now reports to DCOP)

• In collaboration with the Chief of Party and the gender and youth manager, develop and implement strategies to ensure that women and youth benefit well from the AMPPLIFY program (gender and youth manager now reports to DCOP)

• Assist the Chief of Party with other strategic and operational tasks as required by the project.

Basic Qualifications:

• Bachelor’s Degree in International Relations, Economics, Business, or other relevant area, and at least ten years of experience in relevant private sector or development programs

• Or a Master’s degree with at least seven years of relevant experience

Preferred Qualifications:

• Experience working in private sector development in West Africa, preferably in both francophone and anglophone countries

• Experience working or collaborating with agriculture private sector companies

• Familiarity with US government-funded, or other bilateral-funded projects is highly desirable.

• Strong budget management and financial analysis skills, including proficiency in Excel

• Outstanding written communication skills, including prior experience editing and proofreading documents.

• Strong project management skills, including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.

Required Languages:

• Fluency in spoken and written French and English is required

Knowledge, Skills and Abilities:

• Detail orientation, including strong organizational, analytical, and quantitative skills

• Proven team player with strong interpersonal and cross-cultural skills

• Ability to anticipate demand, manage multiple tasks/projects, and meet tight deadlines

• Excellent computer skills in Word, Excel, PowerPoint, and other administrative applications

• Strong private sector market orientation, entrepreneurial and innovative thinker

Supervisory Responsibilities:

• Typically, 4 to 5 mid to senior level staff. Experience working with multi-disciplinary teams is desired.
