Proposal Summary:

MSI is pursuing the anticipated Supporting Peace and Stability in South Kivu (SPSSK) Activity. Working in close coordination with USAID/DRC, the activity aims to support peace and stability in South Kivu following the withdrawal of MONUSCO (the United Nations Organization Stabilization Mission in the Democratic Republic of Congo) peacekeeping troops.

Objectives:

1. Identify root causes of conflicts and violence, improve social cohesion, restore inclusive dialogs and strengthen local conflict management and mitigation structures to address disputes peacefully and ensure solutions are identified and implemented by local community actors.

2. Develop economic alternatives to illegal activities and reinforce community resilience to armed
group recruitment.

3. Strengthen local governance structures to take on MONUSCO’s responsibilities and build trust
between communities and local government stakeholders.

Position Summary:

MSI is seeking a Deputy Chief of Party (DCOP) to serve as the second most senior in-country project representative and lead the technical and operational aspects of the activity. The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in all programmatic and technical areas. The DCOP will lead and provide technical expertise in governance, social cohesion, community resiliency, post-conflict/stabilization and economic
alternatives, as well as coordinate the project’s work with beneficiaries.Together with the COP, the DCOP will be responsible for the successful performance of the project and will support the COP to oversee project planning
and monitoring. The DCOP will report directly to the COP. This will be a full-time position based in Kinshasa, DRC. This position is contingent upon award.

Responsibilities:

· Provide technical leadership and support to the COP in managerial oversight of the project to ensure the
successful implementation of project activities and the timely reporting of those activities to USAID.

· Serve as the focal point for the SPSSK activity with local partners.

· Develop and maintain strong relationships with partners, clients, donors, other projects, beneficiaries,
and other stakeholders.

· Coordinate and provide technical leadership for SPSSK in collaboration with all members of the project
team and appropriate partners.

· Support the COP in the timely completion of project deliverables and reporting..

· Contribute to the development and regular review of the overall project approach, strategy,
implementation schedule and drafting of project Annual Implementation Plans (work plans) and Monitoring, Evaluation and Learning (MEL) Plan.

· Lead or oversee efforts to conduct or collect state-of-the-art research relevant to SPSSK and best
practices development.

· Demonstrate diplomacy and leadership to foster an atmosphere of teamwork productivity, creativity, fairness, equity, and innovation, and support for diversity.

· Report to the COP on major technical, managerial, and financial issues related to the project and consult with the COP on making decisions related to project activities, contractors, local staff, USAID, other
donor organizations.

· Serve as acting COP, when appropriate and required.

Qualifications:

· A bachelor’s degree or equivalent international certification is required, with studies in relevant subject area(s), such as international development, governance, social cohesion, community resiliency, post-conflict/stabilization and economic alternatives or other relevant field is preferred.

· Seven (7) years of relevant progressively responsible professional experience is required to include managing donor funded projects of similar size/scope.

· Minimum three (3) years of supervisory experience is required. Experience managing technical staff.

· Demonstrated experience in the successful implementation of international development activities
focused on governance, accountability, public policy, municipal financial management, and/or service
delivery.

· Demonstrated ability to establish strong working relationships with government officials, non-
governmental organizations, civil society, private sector actors, and donors.

· Intimate understanding of the local context, Congolese government institutions/ministries, relevant
civil society actors, local government municipalities, and intended beneficiaries.

· Strong experience with USAID rules and regulations.

· Prior experience in the DRC is preferred.

· Strong interpersonal, supervision, and written/oral communication skills.

· Fluency in written and spoken English and French required.
