Job Description

POSITION MANDATE

Investing in Women to Strengthen Supply Chains is a global partnership between USAID and PepsiCo to make the business case for women’s economic empowerment (WEE) in agricultural supply chains. USAID and PepsiCo are working together to strengthen women’s agricultural skills and access to resources within PepsiCo’s supply chains to demonstrate the value of women’s contributions to core business and impact goals. The partnership aims to ensure that women – as farmers or workers – benefit from being directly or indirectly involved within PepsiCo’s supply chains while also being empowered within their households and communities. Together, the partners will provide evidence-based models, new on-farm approaches, and data and insights to make a practical and compelling business case for scaling investments in WEE within PepsiCo and other global companies.

The Deputy Chief of Party (DCOP) will play a critical role in a $20M USAID and PepsiCo funded Global Development Alliance (the GDA), focused on strengthening the business case for women’s economic empowerment in agricultural supply chains across five key countries: Colombia, Peru, India, Pakistan, and Vietnam. The DCOP will work closely with the Chief of Party (COP) and provide strategic leadership and technical expertise to ensure successful project implementation and achievement of program objectives. This will likely include direct oversight of 2-3 implementation countries including relationship management with key clients and partners in each country, supervision of staff, and responsibility for delivering technical outcomes and compliance with USAID, PepsiCo, and Resonance policies and procedures. This position requires extensive experience in USAID project management, private sector engagement and partnerships, gender equality, and agricultural supply chain development.

OUTCOMES / ESSENTIAL FUNCTIONS

  • Project Administration and Client Management:
    • Support the COP in overall project planning, coordination, and implementation across the five target countries.
    • Coordinate project activities and ensure effective communication and collaboration among team members, stakeholders, and partners. Ensure project management systems are in place for task management, procurements, MEL, and reporting.
    • Collaborate with the project team to develop work plans, budgets, and timelines for activities, ensuring adherence to project goals and objectives.
    • Conduct regular project meetings, provide updates, and address any issues or challenges.
    • Identify and manage project risks and providetimely recommendations for mitigation.
    • Support in management of key technical subcontractors and consultants.
    • Ensure overall program compliance with all relevant rules and regulations including USAID, PepsiCo, and Resonance.
    • Managing country inputs, drafting, editing, and making material contributions to Activity reporting and communications, including but not limited to monthly program updates, quarterly reporting and PowerPoint presentations, annual reports, internal and external MEL-related documentation.
    • Effectively backstopping and supporting long- and short-term consultants
    • Coordinate with country teams and Resonance home office team to provide regular updates to the recruitment plan, budget forecasting, travel plans, and other activities that are vital to the project implementation.
  • Technical Expertise
    • Provide technical expertise on women’s economic empowerment in agricultural supply chains, leveragingexpertise in gender integration, market systems development,
    • Coordinate with country teams and subcontractors on reviewing, localizing, and customizing training content for portfolio countries as needed.
    • Conduct field visits, collect partner and beneficiary feedback to improve activity design, and collaborate with local partners, stakeholders, and government counterparts to strengthen women’s access to and participation in agricultural value chains.
    • Support the development and implementation of capacity-building activities for project staff and partners related to women’s economic empowerment and gender mainstreaming.
  • Monitoring, Evaluation, and Learning
    • Support the development and implementation of the project’s monitoring and evaluation framework, ensuring robust data collection, analysis, and reporting.
    • Lead the analysis of project data and facilitate learning opportunities to improve project performance and outcomes.
    • Contribute to the dissemination of project results, best practices, and lessons learned through publications, presentations, and knowledge-sharing platforms.

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree (or equivalent) in international development, business, gender studies, or a related field.
  • At least eight years of relevant professional experience, including significant experience in managing and implementing international development projects, preferably in agricultural development and women’s economic empowerment.
  • Proven expertise in agricultural supply chain development, market systems approaches, and private sector engagement.
  • Demonstrated experience in managing USAID-funded projects, including compliance with rules and regulations, monitoring and evaluation, and reporting.
  • Excellent organizational skills including managing multiple recurring meeting schedules and agendas, regular communication of meeting outcomes, and file management.
  • Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Experience working in the target countries or similar contexts is highly desirable.
  • Fluency in English is required, and proficiency in additional languages relevant to the target countries is a plus, particularly Spanish or Vietnamese.

TRAVEL EXPECTATIONS

The employee must be able to travel domestically and/or internationally and up to 25% for work assignments.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.

SALARY RANGE $100,000.00 - $125,000.00/year
