Background and Objectives
The USAID/El Salvador Municipal Governance Project (MGP) is a five-year project that aims to strengthen decentralization and local government capacity in El Salvador in order to increase security and development. This will be done by building consensus around increased decentralization, enhancing inter-governmental coordination and the use of intermediary institutions, and strengthening the ability of municipalities to plan, pay for, and deliver effective, responsive services in a participatory and accountable manner. The Project will provide targeted, customized, sustainable, and mutually-reinforcing technical assistance to counterparts and partners at the national, intermediary, and municipal levels.
MGP has three major objectives:
Objective 1: Improved national support and framework for decentralization (national level)
Objective 2: Strengthened ability of intermediary GOES entities and mancomunidades to deepen decentralization and improve coordination (intermediary level)
Objective 3: Enhanced municipal capacity to plan for, administer, pay for, and deliver key services (municipal level)
The Deputy Chief of Party (Programs) will assist the Chief of Party (COP) in directing the programmatic aspects of the project. More specifically, the DCOP (Programs) will oversee the work conducted principally under objectives 1, 2 and 3 of the project
- Lead technical oversight of Program objectives as assigned by the Chief of Party and serve as a point of contact with the Salvadorian government (national, regional and municipal levels), civil society, professional associations, and legal institutions on issues that are within the Program’s Scope of Work.
- Provide oversight over project’s long-term and short-term technical staff principally under Objectives 1, 2 and 3.
- Provide input regarding the need for, qualification, timing, and duration of retention and selection of consultants and oversee their work.
- Develop a thorough understanding of and remain up to date at all times throughout the contract period on developments in El Salvador related to the project’s scope.
- Ensure component activities are integrated and fully leveraged so Program meets/exceeds expected results. Build synergies among the different activities, and pursue areas of cooperation with key counterparts, other donors, and partner institutions.
- Ensure Program compliance with USAID regulations and Louis Berger internal policies and procedures.
- Assist Chief of Party in completing reporting requirements and deliverables required by the contract such as bi-weekly, quarterly, work plans and other reports in a timely and thorough manner. Quarterly and annual reports, and annual work and performance monitoring plans will be approved by the Louis Berger Home Office Project Manager or Corporate Backstop prior to submission to USAID/El Salvador.
- Maintain constant communication with the Chief of Party informing him of recommended modifications to work plans and any associated budget impacts.
- Undertake other duties as appropriate and as assigned by the Chief of Party to achieve Program goals.
- An advanced degree in social sciences, international development, urban planning, business administration, engineering, or another relevant field.
- At least five years relevant Deputy CoP or equivalent senior management experience working on donor-funded or similar activities.
- Minimum of 5 years of technical experience in local governance programming, including in several of the following areas: decentralization policy and law; intergovernmental finance; municipal governance; municipal planning and budgeting; financial management; procurement; revenue planning and collection; municipal service delivery (roads, water, parks, solid waste management, recreation, security; land planning (zoning, disaster mapping); citizen engagement; participatory budgeting.
- Familiarity with USAID’s policies and procedures in regard to financial management, procurement processes, systems, and grants management is preferred.
- Previous experience working in Latin America on projects of similar scope and complexity (and especially those having addressed aspect of decentralization and local government capacity) highly preferred.
- Demonstrated interpersonal skills and ability to communicate effectively (verbally and in writing) in both English and Spanish.
- Ability to partner with a variety of individuals and organizations, US government officials, Federal/local government officials, international agencies, donor organizations, or stakeholders.
- Strong staff management skills, with experience mentoring local national staff.
