Overview:
Since 1999, Jhpiego has been collaborating with the Government of Malawi and various partners in implementing a wide-range of interventions in maternal health, family planning and reproductive health, newborn and child health, HIV/AIDS prevention and care and treatment, and tuberculosis. Current projects include HIV prevention through Voluntary Medical Male Circumcision, community-based HIV testing services, and family planning integration.
AIDSFree Malawi is a 2-year USAID-funded project which aims at scaling up Voluntary Medical Male Circumcision (VMMC) services in Malawi. The primary goal of this activity is to increase access to quality VMMC services for youth and adult men by ensuring that focus districts of Thyolo, Chikwawa, and Zomba have the training, enhanced service delivery models, human resources and other systems needed to provide this key HIV prevention intervention. The program will scale up VMMC services for males 10-49 in three districts over a two-year period with demand creation prioritizing adolescents and men age 15-29.
Position Summary
The Deputy Chief of Party/ Technical Director is responsible for the technical direction and management and oversight in the area of VMMC to the AIDSFree Malawi USAID funded HIV prevention project, ensuring quality interventions that adhere to latest evidence and comply with PEPFAR, donor and Jhpiego requirements. The DCOP will provide technical direction for the project and contribute to the maintenance of systems that are compliant with the organization set systems.
The DCOP will be responsible of providing program leadership and technical direction in the development and implementation of VMMC health activities under the leadership of the Chief of Party. S/he will be responsible of organizing district teams and ensuring that there is demand for VMMC services on a daily basis and that all the district teams are able to meet daily targets. The DCOP will be responsible of ensuring that cross-cutting approaches, such as quality assurance, counseling and testing for VMMC clients are implemented and reported in all Jhpiego AIDSFree supported districts. The Deputy Chief of Party/ Technical Director will be responsible of representing the Project and the Chief of Party (COP) in various meetings and fora and ensuring collaboration with the donor and other partners/stakeholders. With guidance from the COP, S/he will work closely with Ministry of Health (MOH) to streamline efforts and ensure complementarities of projects and ensure timely and cost-effective project implementation, reporting of activities to the donor. The DCOP will supervise a team of highly qualified staff and will report to the AIDSFree Chief of Party.
Responsibilities:

Ensure that all the 3 AIDSFree supported district teams are in place with the appropriate skill set and staffing composition and that the proposed static sites are set, teams are in place and demand creation team facilitated to carry out demand creation activities that will ensure continuous and routine VMMC services; each team will be given daily targets (estimated at least 30 MCs per day);

Provide technical direction and oversight, strategic direction and ensure appropriate support for the implementation of program activities in VMMC;

Develop new/review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for by countries involved as requested including training of VMMC providers using the online training Hub (OTH);

Lead the coordination of VMMC Continuous Quality Control (CQI) internal assessments, site strengthening, follow-up and supervision, advocacy, demand creation efforts, policy support and capacity-building as required by program activities;

Contribute to development, implementation and monitoring of a quality assurance system that includes MC services to meet internationally recognized standards of quality;

Actively participate in all relevant Technical Working Group Meetings, and represent the project and Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences;

Conduct regular reporting to the Chief of Party, and program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise;

Lead and motivate a technical and program team, and provide supportive feedback and ensure performance management of district based teams;

Maintain excellent relationships with USAID VMMC and prevention staff and in-country VMMC stakeholders including the MOH;

In collaboration with the Monitoring and Evaluation Advisor, design, implement a plan to track data/results related to VMMC in the project supported sites.

Report any deficiencies, shortfalls, challenges in delivering on project targets and propose and implement strategies to mitigate gaps;

Ensure donor and organizational compliance and adherence to policies and guidelines;

Lead the writing of abstracts and scientific papers as author and/or co-author and be able to present findings in journals and conferences;

Under the leadership of the Chief of Party, contribute to the annual work planning process and strategic planning;

In absence of the Chief of Party, provide overall program management and technical direction for the project and contribute to the maintenance of systems that are compliant with the organization set systems.
Required Qualifications:

Clinical background (MD, nursing or similar);
-
Advanced degree in public health, international health, or equivalent;
-
Minimum 7 years of experience in HIV prevention, care and/or treatment programs in developing countries with minimum 3 years of VMMC programming preferred;
-
Demonstrated ability to manage large (funding range between $5-10M) USG-supported public health projects and budgets. Has 5+ years of professional, progressively more responsible management experience of international public health programs phases (design, implementation, monitor, reporting, and financial management);

Experience training health workers on clinical aspects related to VMMC;
-
Demonstrated in-depth understanding of low and middle-income country healthcare systems, particularly the public health system, experience living and working in East and Southern Africa and a solid experience of working in Malawi and understanding of the country context;

Experience designing and managing complex HIV/AIDS prevention programs;
-
Proven leadership skills and expertise in strategic program planning, implementation and management;
-
Understanding of USG donor’s regulations and compliance, reporting requirements, and health strategic framework;
-
Ability to travel within Malawi and internationally;
-
Fluent in written and spoken English;
-
Ability to communicate effectively, instilling trust and confidence;

Excellent interpersonal and written and oral presentation skills;
-
Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform; and
-
Proven experience in writing abstracts.
