Job Description

Deloitte Consulting seeks highly qualified Deputy Chief of Party (DCOP) candidates for the anticipated USAID Ukraine New Workforce Development Activity. This five-year activity will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market. The position will be based in Kyiv, Ukraine, contingent on award.

The project will be implemented by technical and operational long-term and short-term experts to achieve USAID’s objective.

The DCOP responsibilities include:
• Work directly with and support the COP on all tasks including liaising with USAID, senior government officials and counterparts, the private sector, educational institutions, the donor community, and other USAID programs.
• Provide oversight for implementation of program activities, with responsibility (in collaboration with the COP) for the development of high-quality and timely deliverables, management, compliance, and reporting according to USAID requirements.
• Provide leadership, management and support strategic direction for the program.
• Oversee program management, operations, and administration.
• Provide management and oversight for all cross-cutting deliverables and reporting.
• The DCOP must possess the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed.

Qualifications
• Minimum 5 years of prior direct supervisory and management experience; prior experience managing USAID or other international donor-funded development projects preferred.
• Minimum 10 years of relevant professional experience, including prior experience designing, implementing, and managing institutional capacity building, job training and placement, and/or private sector engagement activities in the context of workforce development initiatives.
• Prior work experience in Ukraine, Eastern Europe and/or Eurasia strongly preferred.
• Demonstrated ability to manage relationships with project stakeholders, including USAID, government officials, implementation partners, private sector businesses, and education and training institutions and other donor funded workforce development programs.
• Excellent knowledge of written and spoken English.
• Fluency in Ukrainian.
• Ability to maintain physical presence inside Ukraine for 75% of working days, subject to USAID policies.
