Project Title: Partnership Fund for Assistance to Syrian Refugees and Host Communities in Jordan, Iraq (North), Lebanon and Turkey

Position: Deputy Chief Operations Officer

The objective of the project is the management of the Partnership Fund for Assistance to Syrian Refugees and host communities. Against the background of the ongoing political crisis in the Middle East and the ongoing conflict in Syria, the Fund aims at providing imminent and tangible assistance to Syrian residents displaced to neighboring countries and their host communities.
The goal is to improve the socio-economic perspectives of Syrian refugees and to cushion the burden of immigration for host communities in Jordan, Iraq (North), Lebanon and Turkey by creating employment, stabilizing income and improving livelihoods. The primary focus will be on creating (better) income opportunities and enabling vocational (re-)training, with the latter also catering to post conflict and reconstruction needs.
The management of the Fund will include establishing and running the physical structure of the Fund and antennas in the countries of operation (excluding Iraq) as well as establishing and conducting due business procedures in the following areas: project proposal and appraisal, submission to decision making bodies, conclusion of financing agreements between the Fund and implementing partners, physical and financial monitoring during project implementation, financial management and accounting, general reporting to the governance structures, internal and external audit.

Qualifications and Skills

  • Strong communication and leadership skills
  • First-hand knowledge of project cycle Management
  • “Good knowledge of funding mechanisms, procedures and reporting requirements of major donor institutions”
  • In-depth knowledge of the environmental, political, economic and socio-cultural context of Turkey, Lebanon, Jordan and/or North Iraq and its different regions and groups, including refugees
  • “Knowledge of procurement rules and procedures of KfW and other international donor agencies”
  • Excellent written and oral communication skills in English. Knowledge of Arabic and/or Turkish considered as strong asset

General professional experience

  • Expert with an international pofessional background obtained in long-term assignments outside his country and region of origin
  • At least 10 years of experience in effectively leading multi-cultural work Teams


Specific professional experience

  • At least 5 years of experience and a proven track record in setting up and leading the implementation of major, donor-financed emergency aid and/or development funds with local partners in developing countries
  • Experience of working in a senior position in an emergency aid and/or development co-operation context in a conflict, post-conflict or fragile state
  • Experience with conflict-sensitive approaches and the do-no-harm principle in project work
