Job Description

The Deputy Project Director works closely with the Project Director to manage and provide leadership to the IREX portfolio of CSO funded program. The Deputy Project Director manages assigned staff based in the home office and in Ukraine to support day to day operations of the portfolio and contributes to new business development. The Deputy Project Director particularly manages the important administrative part of the portfolio, leading a team at headquarters and teams in the country office, to support operations of the programs.

Your Background & Skills

  • Bachelor’s degree in political science, development, or a related field.
  • 10+ years of progressive relevant job experience.
  • Experience managing USAID and/or USG-funded programs is required.
  • Demonstrated understanding of the political, economic, and geopolitical landscape in Ukraine and the region.
  • Experience with international donors/NGOs, preferably in conflict / post-conflict environments.
  • Demonstrated ability to manage multiple projects in a high-speed environment.
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
  • Experience with program data monitoring and evaluation.
  • Strong interpersonal skills that support and encourage colleagues in multi-cultural environments.
  • Excellent communication and presentation skills.
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize.
  • Effective oral and written communication skills in English is required.
  • Effective oral and written communication skills in Ukrainian is preferred.
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Awareness of gender equality and inclusion best practices.
  • Strong commitment to safeguarding and diversity and inclusion principles.
  • Proficient in Microsoft office products, including Excel.
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • In close coordination with the Project Director, lead the operational work of the portfolio, ensuring high quality project deliverables and that objectives are being met.
  • In close coordination with the Project Director, provide direct oversight for the program team and program portfolio, providing guidance and expertise in programming design, adaptation, and implementation.
  • Coach team members on best practices for successful project implementation to position the team to fulfill program objectives and goals.
  • Lead implementation and design of assigned program activities.
  • Identify and support implementation of program best practices and design tools and resources that are shared with other program teams and NBDU, furthering IREX’s expertise in project implementation and positioning IREX well for new business opportunities.
  • In close coordination with the Project Director, responsible for producing complex documents, including program reports and evaluations; lead the writing of work plans and other project strategy documents; contribute to design of project components.
  • Oversee program monitoring, evaluation, learning, and impact reporting.
  • Establish and maintain effective relations and coordination with funder and other program stakeholders.
  • Build effective relationships, provide support, and coordinate frequently between IREX HQ staff, country office team, subcontractors, and other stakeholders in the US and in other countries.
  • Contribute to new business development efforts, including assessments, technical design and proposal writing as well as participating in and contributing to proposal reviews and czaring proposals.
  • In close coordination with the Project Director, accountable for the compliance and financial integrity of assigned programs.
  • In close coordination with the Project Director, provide oversight for financial management of project budgets, working with team members to develop and monitor spending and ensuring budget discipline and accurate financial tracking.
  • Maintain familiarity with IREX policies and funder contract/cooperative agreement requirements and monitor compliance, deliverables, and deadlines.
  • Ensure all fiscal and performance activities follow IREX policies and procedures and donor regulations.
  • Negotiate and oversee subawards with international and national partners.
  • Provide supervision, mentoring and guidance assigned staff, including conducting staff performance reviews and identifying areas for talent development within the project teams.
  • Participate in practice operations and contribute to practice strategy.
  • Other duties as assigned.
