Background

A number of UNDP Country Offices with a big programme and a challenging programme and operating environment have two DRRs, one focusing on the UNDP operations and the other on UNDP programme. The DRRs operate under delegated authority from the RC/RR (documented in writing).

The DRR-Programme covers a broad range of programmatic issues ranging from participation in CCA and UNDAF processes, joint programmes and UNDP projects and programmes within the UNDAF Results Matrix. Under the overall guidance of the RC/RR the DRR-Programme leads strategic planning, programme formulation and monitors programme effectiveness and delivery. The DRR-Programme advices the RC/RR on course correction and creative responses to emerging complex challenges.

The DRR-Programme is responsible for supervision and guidance to UNDP programme staff and ensuring cross-unit cooperation and coordination. The DRR-Programme advocates for UNDP and liaises with other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Duties and Responsibilities

Under overall supervision and guidance of the RC/RR, the DRR is responsible for the strategic direction of country programme activities from programme design through implementation. The DRR-P leads the UNDP programme with the following expected results:

* Coordinates and provides substantive contributions from UNDP in the CCA and UNDAF, promotes thematic and sectoral synergies and coordination of programme activities and execution;
* Leads the programme team in programme formulation and networking to ensure a programme which is relevant and responsive to changes in the country context;
* Advises the RC/RR on country programme development and delivery, identifies approaches and modalities to achieve development targets;
* Within the UNDAF Results matrix and the Country Programme Action Plan, the DRR-P is responsible for the day-to-day management of the UNDP programme:

Programme management:

* The DRR manages UNDP’s commitments within the UNDAF Results Matrix, ensures effective application of RBM tools, monitors unit work plans, programme effectiveness and achievement of results, the DRR maintains regular contact with project and programme counterparts;

Financial management:

* the DRR has senior manager rights in Atlas and ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations; the DRR-O ensures cost-recovery system for the services provided by the CO to projects in close collaboration with the DRR-O;
* Human Resources management: in consultation with the RC/RR the DRR is responsible for recruitment, performance and career management and supervision of UNDP programme and project staff to motivate and promote organizational excellence;

Team work: Promotes cross-unit team work.

Under the overall guidance and leadership of the RC/RR, the DRR-P supports partnership building and resource mobilization for UNDP:

* Supports overall resource mobilization of the RC/RR with a focus on the Country Programme Action Plan and ensures that UNDP mobilizes the support needed for the RC function;
* Advocates for UNDP with government counterparts, donor community, international financial institutions and the UN;
* Represents UNDP in the UNCT and in international fora as requested by the RC/RR.

The DRR-P ensures knowledge building and management focusing on achievement of the following results:

* Advocates for UNDP with Government counterparts and ensures access to best available expertise;
* Promotes identification and synthesis of best practices and lessons learned from the country programme for organizational sharing and learning;
* Supports capacity-building of national counterparts;
* Promotes a knowledge sharing and learning culture in the COs.

Impact of Results

The results of the work of the Deputy Resident Representative-Programme impacts on the standing and reputation of UNDP in the country. The DRR-P is responsible for daily contact with national counterparts and monitoring of the UNDP programme and for recommendations to the RC/RR on necessary course correction in response to changes in the country context and new programme and resource mobilization opportunities. When requested by the RC/RR, the DRR-P represents UNDP in international and national fora, liaises with external clients and a broad range of constituencies and UNDP counterparts in the Government, local and international media, civil society as well as counterparts from other international organizations. The DRR-P is part of senior management in a CO and promotes good cooperation and coordination among programme and operations staff and between the CO and Government counterparts.

Required Skills and Experience

Education

* Advanced university degree in international development, public administration, business administration, public policy or other relevant social sciences.

Experience

* A minimum of 7 years experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting including 3 years of senior-level management responsibilities of similar size and complexity.

Language requirements

* Fluency in French, and a working knowledge of English is required. Working knowledge of Portuguese is highly desirable.
