Deputy Team Leader

We are seeking a highly experienced and successful Deputy Team Leader for an exciting long term, in-country role on a World Bank funded consultancy, supporting the National Hydrology Project in India. Based in Delhi and influencing nationally, this ‘key player’ advisory consultancy will provide support to all implementing agencies and the national project monitoring unit, to enable better decision making for effective planning and operations relating to water resources: project planning; procurement; technical developments; training; capacity building.

Our team would support and advise on all components of the project: Water resources monitoring systems; Water resources information systems; Water resources operations and planning systems; Institutional capacity enhancement.

Job Description

The Deputy Team Leader will lead streams of the work with support from the project team and the Mott MacDonald Project Director, to aid the delivery of improvements to water resource management and hydrological systems and processes. Tasks include:

  • Support capacity building activities for and in coordination with government agencies and development partners involved in the project
  • Support the Team Leader in (and lead in their absence) the overall technical, thematic and financial management of the project, so that objectives, outcomes, and deliverables are met on time and within budget
  • Contribute to communication and stakeholder engagement activities with government (national and sub-national), CSO and private sector
  • Ensure the timely submission of financial and operational reports
  • Participate in project review meetings; providing analytical and evaluative techniques to identify and resolve issues or problems;
  • Perform other duties as required by the project

The role will include providing leadership in:

  1. Technical delivery, especially in fields of hydrology, IWRM, water resources development
  2. Engagement with all implementing agencies and the World Bank
  3. Institutional capacity building with government departments, water users and local expertise
  4. Report writing
  5. Project management and M&E reporting

Candidate Specification

You will be an experienced International Development consultant with proven technical skills in the management of similar projects in at least two countries, preferably in India / Sub-continent Asia, implementing projects funded by donors such as World Bank, ADB, DFID, EU

The candidate MUST have:

  • Master degree in water resources management or related field.
  • Twenty years’ water sector career experience
  • Ten years’ experience outside of India, with leadership roles on similar IFI- funded projects (WB experience an advantage)
  • Significant technical expertise in delivery of projects in a similar context
  • Strong interpersonal and leadership skills
  • Proven ability to build and maintain effective working relationships
  • Ability to work effectively under pressure and to manage competing priorities;
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities, often within a required timeframe
  • Fluency in written and spoken English is essential.
