The Institutional Learning Team
The Institutional Learning Team (ILT) was set up in 2002 with the aim of supporting Search as a learning organization by enhancing the effectiveness of Search’s programming through a commitment to excellence in program design, monitoring and evaluation (DM&E), and through continuous learning institutionally and within related fields. The Institutional Learning Team is comprised of the Vice President of Programs, a Director of DM&E, a Sr. Program Manager for ILT, a Sr. Regional Specialist, three Regional DM&E Specialists, DM&E Coordinators/Associates, and the DME for Peace Project Manager, and is a growing team.

Search has made important and enduring progress over the last five years in ensuring minimal organizational standards which are amongst the best in the industry concerning implementing effective monitoring and evaluation of our programs. There is a need to proactively harvest learning, transform it into user-friendly data which can inform improved design and implementation in line with our Strategic Vision for Enduring Change. The Design and Learning Specialist is a resource across teams, strengthening the culture of learning throughout the organization.
The roles and responsibilities include:
- Serve as the primary focal point for program and proposal design within the Institutional Learning Team. Liaise with the program development team, country teams, and DME Regional Specialists to provide input on outgoing proposals for project logic, theories of change, results-oriented M&E frameworks.
- Lead design for key ILT proposals, in consultation with ILT staff and in line with Search’s Peacebuilding Learning Agenda. Contribute to additional proposals and business development opportunities in line with organizational strategic priorities, as needed.
- Serve as champion within ILT for the development and implementation of tools, methodologies, and approaches that support excellence in DME, learning, and best practices across the organization. In collaboration with other ILT and country staff, identify core set of existing tools, methodologies, and approaches to rollout and ensure uptake and regular use by program staff.
- Regularly curate knowledge management system and disseminate knowledge products, such as guidance notes or approaches to support reflective practice. Through program design support, ensure uptake of global lessons learned and best practices in design of new programs. Collaborate with relevant ILT, program, and operations staff, as they work to develop and improve knowledge management systems.
- Conduct annual review of progress in organizational learning, areas to build on and/or approaches to replicate.
- Stay abreast of current topics and relevant trends in organizational learning in peacebuilding and related sectors.
2018 Annual Goals
- Support 100% of proposals developed over 1 million USD, and coordinate successfully with DM&E Specialists to cover 100% of proposals over 500,000 USD.
- Coordinate the successful roll-out of two priority ILT learning initiatives and launch initial uptake of corresponding activities.
- Collate results achieved by program teams, producing and sharing information once per month around specific themes in peacebuilding.
- Develop measures for understanding organizational learning and assess the level of uptake by end of year one.
You meet the following qualifications:
- Masters degree in conflict transformation or related field preferred
- At least 5 years of experience working in conflict transformation, in a role involving design, monitoring and evaluation
- Experience in either coordinating or leading program evaluations, and producing utilization-focused learning products
- Experience in hosting reflective sessions to enable learning and curating of best practices
- Experience in using or improving knowledge management systems
- International experience working on project design and/or learning related activities is an advantage
- Highly effective in working in a cooperative, collaborative manner to foster positive organizational change.
- At ease combining deep technical expertise with flexibility and creativity in solving monitoring, evaluation, and learning challenges.
- Excellent written communication skills, particularly in enabling utilization of learning products
- Ability to manage and analyze data, create data management systems, and effectively present the results of data analysis.
- Self-starter requiring minimal supervision to achieve goals
- Attention to detail
- French language written proficiency is an advantage
