Summary:
The Designer of record will manage the completion of the design to all required local and international standards for US Army Corps of Engineer task orders as they are awarded in the West Africa I region. The Designer of Record will develop and manage the task order Design Quality Assurance program to ensure compliance with all contract requirements and local codes. The designer of record supports the Program Manager in the completion of the design and construction scope of the task order and is responsible for meeting key design milestones. The Designer of Record must be qualified to certify design drawings per the Government of Ghana requirements.
Essential Job Functions:
- Represents IRD in the establishment of relationships with US Army Corps of Engineers, local contractors and staff for the West Africa I MATOCs
- Conducts field missions to assess project sites when and where appropriate and needed;
- Assists with proposal development in response to RFTOPs for the technical approach, budget and schedule.
- Assists with selection of the design and design-build awards for USACE task orders in Ghana
- Ensures task orders are completed on time within budget, maintains relationship with USACE COR and other client staff.
- Manages the design process through oversight of a local contractor and providing of required certifications
- Develops a design schedule and Design Quality Assurance plan providing regular reports against the plan
- Manage the design submission process for 65%, 95% and final design, ensures compliance with local and international codes
- Ensures on time delivery of quality project deliverables and reports.
- Ensures the timeliness, cost and quality of all activities performed under the project;
- Responds to contractor request for information as needed
- Other duties as assigned.
Required Skills & Experience:
- Understanding of local design codes and requirements with professional certification credentials for engineering design in Ghana
- Bachelor’s degree in Civil Engineering or related field with 5+ years’ experience in managing the design process for design and design build contracts
- 10+ years’ work experience in Civil Engineering or a related field, and in increasingly responsible positions within an infrastructure construction environment.
- Ability to review designs and specifications and provide adequate feedback to design contractors to ensure quality design
- Demonstrated experience in managing design contractors in schedule and quality
- Knowledge of infrastructure construction and applicable QA/QC activities, including buildings, roads, bridges, dams, canals, etc. and all supporting documents such as design drawings, submittal procedures, scheduling, quality assurance plans, project specifications, contractual scope of works, progress payments, and etc.
- Proficiency in Microsoft Office.
- Fluency in English.
Preferred Skills & Experience:
- Master’s degree in Civil Engineering or related field.
- Demonstrated experience with international and host nation governments in developing and post-conflict countries.
- Demonstrated experience successfully managing design and construction projects
