For our operations in Brussels/Belgium, we are looking for a

Team Leader (m/f) – European Neighbourhood Instrument/Cross – border Cooperation (ENI CBC)

Field of activity

GIZ International Services is shortlisted for the EU-funded tender: Facility for the European Neighbourhood Instrument (ENI) Cross Border Cooperation (CBC) programmes at the EU’s external borders (Technical Support to the Implementation and Management of ENI CBC Programmes)

The overall objective of the project is to provide technical support to the implementation and management of the ENI CBC Programmes.

The purposes of this contract are the following:

· to enable participating countries to manage and implement the ENI CBC (Cross – border Cooperation) Programmes in the most efficient way and to ensure effective cooperation between the Member States and the partner countries;

· to improve the project development and management capacity of organisations eligible to participate in the ENI CBC programmes – such as local and regional authorities, civil society organisations (CSOs) and other relevant players. These activities should benefit CBC partner countries (including Turkey and the Russian Federation).

· to stimulate coordination not only among ENI CBC programmes but also between ENI CBC programmes and other similar instruments. This would allow for exchanges of best practices among both Programmes and projects and increase the ENI CBC visibility.

Your profile

Qualifications and skills

• University degree (Master equivalent) in economics, business administration, management, accountancy, public administration, law, geography or other relevant field of specialisation

• Knowledge of the European Neighbourhood Instrument

• Leadership and management experience

• Ability to lead and motivate a team

• Strong communication, presentation and organisational skills

• Fluency in both spoken and written English

• Knowledge of French or Russian or any other language of the participating countries would be an asset

General professional experience

• At least 10 years of professional experience in a relevant sector

• At least 2 years of experience as a project team leader in projects of comparable size

• Experience with EU external policies and external funding instruments

Specific professional experience

• At least 6 months of experience with ENI/ENPI CBC (including the ENPI Territorial Cooperation programme), Instrument for Pre-Accession Assistance (IPA CBC) or European Territorial Cooperation (ETC) programmes

• Proven experience with one or more of the ENI CBC partner countries (i.e. ENI partner countries, Russia and Turkey).

In addition, experience in the following fields would be an asset:

• Experience in strategic planning

• Experience in managing complex organisational structures

• Experience in advocating and enabling development in programme management structures

Assignment period

The intended start date is 1st October 2015 and the period of implementation of the contract will be 42 months from this date.
