Job Description

The main tasks are:

  • To map all local revenues and their procedures of collection and administration based on the Local Finance Act and Urban Rating Act.
  • To give legal advice on taxation for local government
  • To give advice on local revenue collection and intergovernmental transfers, and relate this to budgeting and cash flow planning
  • To prepare awareness campaigns and nurture multi stakeholder engagement and inter-agency cooperation
  • To coach LGAs while introducing the revenue management system
  • To train and coach programmers in Relational Database Management Systems
  • To develop and customize software for revenue management up to acceptance level
  • To define a blueprint for IT applications for PMO/RALG
  • To develop documentation up to level for nationwide roll out.

The following qualifications are required:

  • Minimum level of Master degree in economics, public administration, public financial management or equivalent
  • Minimum 10 years proven experience in project management
  • Proven experience in conducting change processes within public administration and/or private sector
  • Experience in tax administration at sub-national government level and one or more of the following fields:
    • Change management,
    • Revenue management at sub national government level
    • Design of IT for tax administration
  • Able to apply Capacity Works
  • Fluent in written and spoken English (Kiswahili is an asset)
  • Good communicator
  • Stress resistant; able to cope with frustration
  • Able to work in a multi stakeholder environment
  • Experience in Southern and east Africa
