In Ukraine, Global Communities manages two programs: DOBRE and CLEAR 2. The USAID-funded DOBRE program, initiated in 2016, supports territorial community government units across 10 Oblasts in addressing decentralization challenges and enhancing local governance. The USAID/BHA-funded CLEAR 2 program provides critical humanitarian assistance, including shelter, WASH (Water, Sanitation, and Hygiene), protection, and economic recovery. Global Communities operates six offices in Ukraine, with the main office located in Kyiv.

Global Communities seeks a DFA Consultant to provide interim financial management support for our Ukraine operations. This role includes financial reporting, analyzing expenses in QuickBooks and NetSuite, and reviewing Podio data. The consultant will also prepare for the FY24 audit, oversee fiscal year-end close-out, and assist the Accounting team, especially during NetSuite deployment. This role is essential for maintaining financial operations and supporting our programs effectively during the transition period.

Responsibilities
  • Financial Reporting:
    • Oversee and produce accurate financial reports as required.
    • Ensure timely and accurate reporting of financial data.
  • Expense Analysis:
    • Review actual expenses recorded in QuickBooks and NetSuite.
    • Verify that expenses are correctly codified and aligned with budgetary guidelines.
  • Podio Data Review and Codification:
    • Collaborate with the requestor, approver, Operations, and Finance teams to review and codify data in Podio.
    • Ensure data accuracy and consistency.
  • Preparation of FY24 Audit:
    • Assist in the preparation for the Fiscal Year 2024 audit.
    • Ensure all necessary documentation and reports are in order for audit review.
  • Fiscal Year Close-Out:
    • Support the close-out process for the fiscal year.
    • Ensure all financial records are properly finalized and reported.
  • Accounting Team Support:
    • Provide assistance to the Accounting team, especially during the NetSuite deployment.
    • Address basic accounting knowledge gaps within the Finance team.
Deliverables:
  • Monthly report covering key issues, risks and mitigation action points, upcoming activities and deadlines, and recommendations.
  • Timely financial reports and analysis.
  • Accurate and codified data in Podio.
  • Prepared documents and support for the FY24 audit.
  • Completed fiscal year close-out procedures.

Support and training for the Accounting team as needed

Qualifications
  • Undergraduate degree in a related discipline and a minimum of eight years of related work experience or a minimum of 12 years of related work experience.
  • Master’s degree preferred.
  • Certified Public Accountant (CPA) preferred.
  • Five years’ experience in a Director of Finance and Administration role or similar position on a USAID funded program overseeing finance, accounting, human resources, administration, and grants and contracts. International NGO or for-profit contractor experience is strongly preferred.
  • Evidence of strong budgeting, reporting, and organizational skills required.
  • Ability to set up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds.
  • In-depth knowledge/experience with USAID rules and regulations required; experience managing USAID grants and contracts required.
  • Proven experience in financial management and administration.
  • Proficiency in QuickBooks, NetSuite, Podio, Excel, and Power BI
  • Strong understanding of accounting principles and practices.
  • Experience in audit preparation and fiscal year-end processes.
  • Ability to provide training and support to finance teams.
  • Demonstrated management experience and problem solving skills
