About the Programme

DAI Europe is preparing to bid for the follow-on to the UK Department for International Development’s (DFID) Kenya Extractives Industry Development Programme (KEIDP II). KEIDP II will be a five-year initiative that builds upon an 18-month fit-for-purpose programme implemented by Adam Smith International that positions Kenya’s extractives sector to stimulate broad-based economic growth. The current programme includes activities to establish a country vision for the development of the extractives industry; advance a legal and regulatory framework that makes Kenya an attractive destination for foreign investment while also ensuring benefits to Kenyans; and pilot models for productive engagement among extractives industry actors and the communities in which the operate. KEIDP II will carry these activities further, continuing to develop the legal and regulatory framework; support government authorities at several levels to oversee and collaborate with extractive industry actors; promote demand-side transparency and social accountability of the extractives industry; and facilitate development of small and medium enterprises that are linked directly and indirectly to extractive industry supply chains.

Scope of Work

The Team Leader will be DAI’s principal programme representative and will be responsible for overall programme management, including but not limited to development and implementation of work plans, operational budgets, and performance monitoring plans. The Team Leader will also oversee coordination with DFID/Kenya, government officials, key private sector actors, subcontractors, and other critical stakeholders and will be accountable for achievement of programme results and objectives. He/she will have direct supervisory responsibility over the Deputy Team Leader as well as other senior technical and management staff and ensure compliance with DAI policies and DFID rules and regulations. He/she will:

  • Establish programme’s strategic vision and core principles with the field management team and home office, and ensure these are communicated and reinforced throughout the organisation
  • Design an organisational structure that fosters effective ongoing communication and flexibility to work in teams
  • Serve as the primary point of contact with DFID/Kenya, Government of Kenya stakeholders (Ministries of Mines and Petroleum and Energy as well as relevant county government counterparts), and key extractives industry actors, forging and maintaining strong, positive relationships throughout implementation
  • Provide managerial oversight of the design and execution of programme implementation strategies and activities
  • Work with technical and administrative managers to design and implement a programme management and monitoring system based on the contract scope of work
  • Ensure that all assistance provided under the contract is technically sound, appropriate, and in service of high-level programmatic goals and that all programme activities comply with DAI and DFID rules and regulations.
  • Ensure that all technical and financial reporting and deliverables are complete, high quality and submitted to DFID in a timely and professional manner
  • Identify and liaise with institutional partners at all levels, developing productive working relationships with them to ensure coordination of relevant programmes and activities. He/she will, in turn, encourage and empower the entire programme team to do the same
  • Lead in the creation and formation of mechanisms and partnerships that leverage the resources of international and national private sector firms in support of programme goals.

Candidate Requirements:

  • At least 10 years of experience leading large, multi-disciplinary teams to implement complex development programmes in the areas of private sector/supply chain development, natural resource governance, public policy, community engagement; at least five years’ experience in sub-Saharan Africa, preferably Kenya
  • Proven experience in leading the design and implementation of partnerships that leverage funding and in kind resources from private organisations
  • Prior experience in managing DFID programmes and knowledge of DFID policies and systems
  • Strong conceptual and analytical skills, and an ability to apply these in continually improving programme activities and performance
  • Experience managing a flexible funding facility preferred
  • Outstanding leadership and team building skills
  • Highly dynamic networking and relationship building skills including experience building consensus among diverse actors
  • Excellent written and verbal communication skills in English
  • Advanced degree in public policy, economics, political science, environmental sciences, business administration, law or other relevant fields.
