Description

The Financial Sector Deeping Mozambique, a program funded by DFID-UK Department for International Development, is a facility for financial sector development with focus on expanding levels of inclusion. We direct our investments and insights to address constraints in the financial market, helping the diversification of Mozambique’s economy and bringing prosperity and economic resilience to Mozambique’s people. At the core of our strategy, are women, youth and rural low-income population, as well as small businesses that lack access to appropriate and accessible financial services.

JOB PURPOSE

FSDMoç has recently designed its Digital Financial Strategy (DFS) Action Plan which incorporates initiatives which are currently in place but also others viewed as crucial for the achievement of FSDMoç strategic objectives. To implement this plan, it needs to recruit a DFS Manager who will play a central role in working with other members of its team in providing technical assistance to banks, mobile money issuers, technology service providers, financial institutions, in general, regulators and other stakeholders within the field of financial inclusion, for each one of the projects being developed and implemented. The incumbent will support the team and partners to conceptualize, design and implement all the components of the Digital Finance Services.

The Digital Finance Services Manager will be responsible for driving FSDMoç’s work stream on digital finance which will cut across FSDMoç’s partnerships with financial service providers, policy and regulators, and key financial infrastructure organizations enabling the operations of the financial system such as SIMO the national switch, and others. The DFS work stream’s key objective is to drive the uptake of financial services and usage over digital platforms by:

  • working with other colleagues for the implementation of projects to build the DFS ecosystem in Mozambique, mainly around Fintechs, Insuretechs, Regtech etc;
  • Engaging Financial Service providers (FSPs) and other FSDMoç’s partners to overcome key barriers to reaching final beneficiaries through digital solutions;
  • informing the regulators about technology solutions that can drive financial inclusion and support the developing of an enabling regulatory environment through creative initiatives such as regulatory sandbox, introduction of new approach for licensing and regulating digital finance service providers among others regulatory initiatives related to DFS;
  • Developing and investing in the use case (B2B, G2P,P2G, B2G , G2B,P2P, P2B, B2P, digital national identity) and financial literacy to drive demand for digital including identification of opportunities for the implementation of projects that might increase use cases in mobile money;
  • building an ecosystem that enables innovation in fintech/Digital solutions for financial inclusion.

The DF Manager will work closely with the technical teams responsible for design and delivery of FSDMoç interventions, the Market Insights Manager responsible for the research and human centre design (HCD) of solutions for financial inclusion, and the Monitoring and Results Measurement Team responsible for measuring and reporting on the impact of FSDMoç’s work. The DF manager will execute the work stream through partnerships, relationship building and advocacy, and capacity building.

KEY RESPONSIBILITIES

  • Develop a deep understanding of the channels, products and services that Financial Services Providers (FSPs) can apply to deliver digital financial services;
  • Maintaining an understanding of technology advancements, evolutions and innovations taking place in DFS space to lead skills development process within FSDMoç and its partners;
  • Act as FSDMoç contact person for all activities relating to DFS;
  • Coordinate all FSDMoç initiatives related to DFS including the assistance to the FSDMoç partners to develop their DFS strategies through a business assessment of the challenges/needs/gaps, diagnosing the root problems and recommending an approach that can leverage on FSDMoç work;
  • Manage the engagement with financial sector stakeholders on DFS;
  • Manage execution of FSDMoç interventions and activities in DFS;
  • Work with Technical Team in the preparation of partnerships involving Digital Financial solutions including the co-development and presentation, of proposals to the Investment Committee;
  • Manage initiatives on change management/capacity building as they relate to DFS;
  • Guide staff on technical areas as needed.;
  • Additional Responsibilities as requested by the CEO.

SKILLS, KNOWLEDGE, EXPERIENCE, BEHAVIOURS AND ATTRIBUTES

Qualifications:

  • Master’s degree in informatics, ICT related field, economics, finance, or business administration or related field preferred plus training in a DFS related field or honors degree with demonstrated experience in DFS at the leadership level

  • Knowledge of the complexities of digital ecosystems, interoperability and fintech digital ecosystems;
  • Knowledge of strategic engagement process for achieving desired outcomes.

Experience

  • Minimum 10 years’ experience in relevant professional experience (private/public) sector and/or financial sector, and/or technology solutions for business and finance, in conceptualizing, driving and implementing initiatives;
  • Deep experience in Mozambique and elsewhere on deploying DFS, specific experience of working with FSP, agent networks is a plus;
  • Experience in coordinating and delivery of consulting services including proposal and report writing or conducting a DFS project in particular or a project in digital sphere;
  • Experience in strategy definition and execution.
