Job Description

NGS is seeking a qualified candidate to serve as a Digital/SMM manager in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and is based in Ukraine.

PROJECT BACKGROUND AND SUMMARY:

The purpose of the Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Components of this activity include:

  • Component 1: State Property Transfer
  • Component 2: State Property Management
  • Component 3: Individual SOE Support
  • Component 4: Restoration and Reconstruction
  • Component 5: Accountable Public Financial Management
Three cross-cutting assistance areas (CCAs) will support the work of each component.
  • CCA 1: Corporate Governance
  • CCA 2: Strategic Communications
  • CCA 3: Strengthened Civil Society Role

OBJECTIVE:

An important aspect of SOERA’s communications work to support privatization and SOE reform with the State Property Fund of Ukraine (SPFU) is supporting activities for its social media promotion and streamlined Internet platforms. The SPFU is in the process of redeveloping its website(s) with SOERA ICT and content/branding support and optimizing how it presents itself online to be more effective in delivering information to the public, potential investors, and the international community.

Web presence and social media are two of the most significant aspects of communications and marketing, from the personal to the professional to the institutional. A well-conceived and developed social media presence will increase privatization success and SOE reform delivery for the Government of Ukraine. Social media leverages the opportunity to speak directly to the SPFU’s many target audiences inside and outside of Ukraine. Hence, it is necessary to develop and implement an effective long-term digital strategy to enhance the promotion of SPFU`s key messages, plans, and results on social networks and on the redeveloped website.

The SPFU requires the services of a full-time professional Digital/SMM Manager (176 hours per month) with relevant skills and experience.

DUTIES AND RESPONSIBILITIES:

The Digital/SMM manager will:

  • Coordinate digital media products and approach with the Head of Communication and Marketing Department of SPFU
  • Develop and implement content strategy and the SPFU’s digital presence for its redeveloped/enhanced website (content, messaging, presentation) and social media networks
  • Work closely with the SOERA strategic communications team and the ICT vendor to assist in the redevelopment the SPFU
  • Work closely with the SPFU graphic design and writing teams to coordinate the production of digital media content, motion graphics, infographics, video and other products
  • Formulate the short-term tasks (posting strategy, posts, digital media development, etc.) and organizing them into a comprehensive media plan in accordance with the SPFU’s priorities and privatization strategy
  • Deliver and achieve the KPI indicators determined by the Head of Communication and Marketing Department of SPFU
  • Other digital media related tasks as designated by the Director of the Communications and Marketing Department
REQUIREMENTS:
  • Strong communicator.
  • Professional experience in digital marketing - at least 3-5 years.
  • Experience and understanding of how to communicate effectively on Facebook, X, LinkedIn, and Instagram.
  • Experience developing a digital media strategy and leading a media team.
  • Background in website content creation and support.
  • Knowledge and experience working with government entities preferred.
  • Knowledge of graphic and video editing software.
  • English proficiency - Upper Intermediate.
  • Kyiv residence.
