Job Description

The Carter Center’s Peace Program is seeking a Digital Strategy Consultant to identify opportunities and activities that enable the organization to maximize the benefits of, and minimize risks associated with, digital technology. In 2022, The Center launched a five-year strategic plan acknowledging that the global digital transformation has made the world a more connected place while imposing a new set of challenges, e.g., disinformation, hate speech, restrictions on freedom of expression and access to information, unlawful surveillance and privacy violations, cyberattacks, and a widening digital gap that threatens to exacerbate inequalities. The Center is looking to adapt and expand the focus of its programmatic efforts to respond to rapidly evolving dynamics in the global political landscape. The Center’s Peace Program has a strong track record of advancing democracy, human rights, and rule of law in accordance with international human rights standards, as well as past and ongoing initiatives that it believes can be leveraged and built upon to design and implement project initiatives in this space.

The Digital Strategy Consultant will engage and collaborate with The Center’s Peace Program to:

  • Identify engagement opportunity areas leveraging its strengths and past & ongoing initiatives

  • Develop activities in identified areas for engagement that could be conducted

  • Assess existing capacity to design and implement activities in identified engagement areas

Activities developed should emphasize the use and generation of data and evidence to design, implement, and evaluate program activities in identified opportunity engagement areas.

Tasks / Deliverables

  • Conduct desk research to establish a preliminary understanding of The Carter Center’s Strategic Plan and past and ongoing initiatives

  • In coordination with Office of the Vice President of Peace Programs, submit an assessment methodology for review and approval

  • Give a presentation for Peace Program staff on the uses, benefits and risks associated with digital technology in the democracy, human rights and rule of law development space

  • Conduct interviews with Peace Program staff to:

  • Develop an in-depth understanding of Program objectives and activities

  • Explore how technology is being used or misused by state and / or non-state actors in contexts in which program projects are currently being implemented.

  • Engage in co-creation sessions with SWOT analyses to assess capabilities

  • Identify how data and evidence would be used and generated in the design, implementation and evaluation of activities, notably with consideration of gender

  • Identify challenges to, and opportunities for collaboration within Peace Programs.

  • Produce preliminary draft reports (5-7 pages and/or 10 slides) to Peace Program Directors for review that summarize discussions with co-creation activities and SWOT analyses

  • Produce a concise final report (15 pages) with a “strategic action plan” to guide next steps

  • Give a final presentation for Peace leadership and staff on the strategic action plan

Required Skills

  • 10+ Years of Experience in the Digital Development space

  • Understanding of how state and / or non-state actors are using or misusing technology to undermine democracy, human rights and rule of law, notably in weak, emerging and backsliding democratic contexts

  • Experience working with international NGOs and international development agencies on data and technology related issues

  • Experience engaging in co-creation activities and conducting SWOT analysis

  • Demonstrated understanding of how data and evidence are generated and used to design, implement and evaluate international development project activities
