Project Background
EGA is a five-year activity (2020-2025) funded by the U.S. Agency for International Development (USAID) as part of the bilateral agreement between the Government of Egypt (GoE) and the United States. This project, which is implemented by DAI Global LLC, will support the investment climate in Egypt through enhancing economic governance, and promoting administrative and institutional development in line with Egypt’s Sustainable Development Strategy (SDS) 2030; National Anti-Corruption Strategy 2019-2022; and the Administrative Reform Vision of Egypt. In doing so, the project supports the efforts of the GoE to enhance the quality of public administration, through adopting more inclusive and efficient tools that ensure the needs and priorities of citizens and the private sector are reflected; thus promoting a positive investment climate in Egypt.
Purpose
The Digital Transformation specialists will work closely with government stakeholders to develop and deploy digital solutions as part of EGA’s digital transformation framework. Under the supervision of the Digital Transformation and Tendering Advisor, S/he will work on the digital transformation of governments’ counterpart internal/external provisioned services through managing IT systems’ implementation, operations, and sustainability.
Responsibilities and Key Tasks
· Perform systematic business analysis, create innovative digital solutions that align with business/operation’s needs.
· Assess and document technical requirements for government e-services in the framework of G2G, G2B, and G2C services and in line with digital transformation strategy.
· Provide technical support to related to the implementation of government desktop, web, and mobile e-services.
· Liaise with government counterpart’s technical team to build software enhancements roadmap through identifying new features that will maximize usability and efficiency of current systems.
· Maintain awareness of the latest technologies and applications linked to the government e-service.
· Manage the deployment and testing of new business applications.
· Conducting software analysis, testing, programming, and debugging.
· Manage and conducting technical training and coaching as applicable.
· Providing the required support in any ad-hoc tasks related to e-services delivery and digital transformation in the EGA project.
Qualifications
· Bachelor’s degree in computer engineering, computer science, information systems, or any related field.
· Understanding of delivery methodologies such as Agile, SCRUM, and Waterfall with an emphasis on agile methodology.
· Experience in working with different stakeholders to gather requirements and design innovative digital solutions.
· Programming and Development proficiency.
· Good understanding of relational databases, SQL, and JDBC.
· Good understanding of Android Platform, Android Architecture, and Android SDK.
· Good understanding of RESTful APIs, XML, and JSON.
· Good understanding of Java development with hands on experience with Jquery, JSP, HTML, Ajax, and CSS.
· Good understanding of backend web and application servers such as IIS, Apache Tomcat, …etc.
· Experience with software testing tools.
· Excellent communication in both Arabic and English languages.
· Excellent time management and interpersonal skills.
· Excellent analytical skills and problem-solving capabilities.
