Job Description

The position’s primary purpose is to provide global leadership to CRS’s portfolio of Malaria, TB and HIV grants from The Global Fund to Fight AIDS, TB and Malaria. The Director leads the Global Fund Support Unit (GFSU) in supporting regional and country programs to acquire and manage Global Fund awards, and to coordinate CRS’ institutional relationship with Geneva. This position will also oversee the provision of technical and project support to CRS’ awarded grants from the Global Fund.

The position will work with the Director of Health, Social Services and Education as well as the Health Technical Director in the Program Impact and Quality Assurance (PIQA) Department to support representation of CRS Global Fund grant portfolio in Geneva, as well as the agency’s HIV, TB, and malaria portfolio in select global forums associated with the Global Fund. The position will be matrixed to the Director of Business Development and Non US Government Donor Engagement, within the Institutional Donor Engagement and Advancement (IDEA) department. The Director also will work with the other Overseas Operations (OverOps) Directors and team leaders to support efforts to learn from agency Global Fund experience to improve performance on existing Global Fund and other donor awards in implementing countries. S/he will support capacity strengthening efforts, risk management strategies, and other project support. The position will also support CRS’ efforts to learn from the Global Fund experience to expand engagement and successful implementation of awards with other multilateral donors such as UNITAID and other health donors.

RESPONSIBILITIES:

  1. Strategic Leadership
  • Provide global leadership to CRS’ current Global Fund portfolio of over $100 million per annum, ensuring technical excellence in quality of performance and in reaching results and targets.
  • Provide oversight to portfolio of existing grants, liaising with West and Central Africa Regional Offices (WARO & CARO respectively) to monitor overall performance and provide recommendations for grant strengthening.
  • Lead the articulation and implementation of the CRS Global Fund strategy and ensure it complies with and fits into CRS’ Health strategies and reflects other agency approaches and objectives.
  • Advise OverOps colleagues on the agency’s current strengths and weaknesses in terms of accessing and implementing Global Fund resources, including issues related to staffing, systems, etc.
  • Support strategies to influence and build relationships with strategic, non-traditional public donors and key institutions (e.g. UNITAID, GAVI, WHO) and participate in the design and review of complex, multi-regional projects (e.g. Gates) as needed.
  • Lead the successful implementation CRuSh Malaria campaign and fundraising efforts for the Global Fund malaria program in Niger.

2. Representation

  • Serve as the primary liaison to the Global Fund staff in Geneva; engage with and represent issues and challenges to senior Global Fund staff and negotiate solutions.
  • Represent CRS’ Global Fund programs to donors, high-level stakeholders and partners, including the Caritas Internationalis (CI) network’s health focal points.
  • Represent CRS on the Civil Society Principal Recipient Network (CSPRN).
  • In collaboration with the Director for Health, Social Services and Education, support CRS representation to the Global Fund Board, including representing CRS’ views to the Developed Country NGO Board Delegation.
  • Expand visibility of CRS’ HIV, TB, and malaria innovations and programmatic strengths in technical and funding networks, as part of the collaboration between the IDEA and PIQA departments.
  • Represent CRS’ Global Fund strategy to CRS’ regional and country offices, as well as to the CRS Executives.
  • Coordinate with legislative affairs for advocacy issues related to The Global Fund.
  • Lead internal communications regarding Global Fund: with the Executive Leadership Team, with the field, for the CRS Board, etc.

3. Program Support

  • Work closely with Regional Offices – in particular with WARO and CARO Deputy Regional Directors for Management Quality and Program Quality (DRD/MQ and DRD/PQ) – to support Country Programs with grant management and help resolve grant implementation issues, especially those related to Global Fund and CRS policies and procedures.
  • Collaborate closely with staff within the Operational Excellence (OpEx) department to assist with Procurement and Supply Chain Management issues and build staff capacity where needed; similarly with the Global Knowledge and Information Management (GKIM) department to assist with deployment of ICT4D solutions and systems used within Global Fund grants.
  • Support Country Programs to position for Global Fund resources and to apply for Principal and Sub Recipient roles, in close collaboration with other staff in IDEA and PIQA.
  • Coordinate HQ review of Funding Requests, responses to RFPs, and grant performance reports (i.e. PUDRs, QFRs) as appropriate, in coordination with WARO and CARO regions.
  • Coordinate HQ technical assistance and/or provide direct technical assistance upon request to support Regions and Country Programs with project start-up and grant implementation.
  • Collaborate closely with the technical and issues advisors within PIQA to ensure coherence with the agency’s Health and policy advocacy agendas.
  • Oversee the review of legal agreements with the Office of General Counsel (OGC).

4. Other

  • Manage three Global Fund HQ staff, who focus on technical assistance, grant support, business development, policy advising and more; work closely with field-based advisors on Global Fund and general operations; ensure that direct reports are appropriately matrixed according to priorities, and involve matrixed staff from other units in Global Fund activities, as needed; ensure close coordination and regular communication between GFSU team members and other advisors based in the field.
  • Proactively analyze risks and liabilities for CRS as an agency to take on Global Fund resources/grant management and provide recommendations for addressing them.
  • Oversee and provide leadership for agency training and capacity building for Global Fund, including organization of specific events as well as development and dissemination of relevant Global Fund guidance through online collaboration platforms.
  • Support agency efforts to improve availability and accuracy of project information and beneficiary data, particularly as it pertains to Global Fund grants
  • Provide oversight and input into the development of marketing materials, publications and other strategic communications to share Global Fund achievements with external audiences

External: The Global Fund, Country Coordinating Mechanisms, Ministries of Health, foreign government officials, Caritas Internationalis members, relevant UN agencies, relevant USG agencies, other donors, other PVOs and other partner agencies as needed.

QUALIFICATIONS:

  • Masters or higher advanced degree in public health or social sciences.
  • Minimum of 10 years of developing country public health experience with in-depth training and knowledge of program design, monitoring and evaluation, and infectious diseases (particularly HIV, TB, and Malaria) or health systems.
  • Demonstrated grant management experience with complex, high value grants with multiple sub recipients and/or large-scale procurements.
  • Strong understanding of the operations of the Global Fund, including policies and procedures, preferred.
  • Excellent writing skills and strong attention to detail.
  • Excellent networking skills and experience in advocacy at a global level.
  • Strong communication and presentation skills with particular facility in interacting with advocacy groups, donor representatives, and professionals in global health.
  • Understanding of and willingness to work within the Church structure and policies, and familiarity with faith-based responses to public health.
  • Strong leadership skills and excellent interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings.
  • Oral and written fluency in English and ability to work and communicate in French required.
  • Proficiency in Microsoft Office (Word, PowerPoint, Outlook, Excel).
  • Ability to multitask and organize several different initiatives.
  • Ability to work effectively in a team-oriented environment.

Physical Requirements/Environment: Normal conditions for an office environment. This position will require travel up to 30%, including in developing country contexts.
