PATH is seeking qualified candidates for the position of Director, Health Systems Strengthening, for an anticipated USAID-funded integrated health services project in East-Central Uganda. The project will work to strengthen health systems; improve quality of HIV/AIDS, maternal, neonatal, and child health (MNCH), nutrition, malaria, tuberculosis, and family planning services; and increase utilization of such services.

The Director, Health Systems Strengthening, will assist the Chief of Party in providing overall direction and support to health system strengthening (HSS) aspects of the project. The expected duration of the project is five years, and it is expected that the position will be based in Jinja. Availability of this position is contingent upon release of a solicitation by USAID, and recruitment is contingent upon successful award of the project to PATH and final USAID approval of the candidate.

Key Duties and Responsibilities:

  • Provide technical and programmatic leadership in design and implementation of HSS activities—e.g., services integration, capacity-building of district teams, improving health information systems, supporting district-level planning and implementation processes, and strengthening supervision and mentorship of service providers and supervisors.
  • Oversee the design and implementation of the capacity-building component of local partners in HSS.
  • Strengthen health training systems and processes that support health facility– and community-based health service delivery, including management of health facilities, equipment, human resources, health commodities, patient records etc.
  • Improve delivery of quality primary health care according to evidence-based standards through training programs which address technical areas such as HIV/AIDS, MNCH, nutrition, malaria, tuberculosis, and family planning.
  • Ensure implementation of project activities in accordance with global HSS principles.
  • Actively monitor field activities and ensure timely completion of objectives.
  • Work closely with technical personnel in PATH headquarters and ensure that field activities are adequately backstopped by quality technical assistance.
  • Provide technical assistance to improve human resource capacity, internal control procedures, technical management, and workflow.
  • Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.

Required Skills:

  • S/he shall have depth and breadth of management expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the requirements of the position.
  • Exceptional written and verbal communication skills.
  • Demonstrated ability to interact with donors, implementing partners, and host country governments on HSS issues.
  • Must have demonstrated technical knowledge of two or more of the following areas: HIV/AIDS, tuberculosis, malaria, MNCH, family planning, water and sanitation, and/or nutrition.
  • Must have a knowledge of challenges faced by the Uganda Ministry of Health, pertaining to health financing, human resources for health and institutional capacity building, cost analysis, and efficiency indicators for health care.
  • Demonstrated ability to work with USAID, implementing partners, institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures.
  • Ability to work independently with initiative to manage high volume work flow.
  • Demonstrated understanding of how gender dynamics influence programming.
  • Fluency in English required.
  • Demonstrated proficiency in the use of Microsoft Office Suite or comparable professional software package—specific competence in the use of word processing, presentation, email, and calendaring software required.
  • Ability to travel up to 30 percent in-country; limited international travel expected.


Required Experience:

  • Master’s degree in public health, health economics, public policy, or a related field.
  • Minimum 8 years of relevant experience in health systems strengthening (health provider training and capacity building, performance improvement, or supervision), at least 5 years of which must be in Uganda.
  • Experience providing health systems strengthening and integration technical assistance to government agencies, NGOs or other organizations.
  • Experience working with health financing, service delivery and/or supply chain management.
  • Experience working on a USAID-funded health project and knowledge of PEPFAR programming, process and frameworks is strongly preferre
