Job Description
Vistant is seeking a highly qualified and deeply experienced international recruitment and talent acquisition partner to lead and execute recruiting responsibilities. This organizational priority is being driven by increased growth and demand from expanding IDIQ awards and new business.
Vistant’s core capability provides institutional support and services to global USAID missions which is producing a heavy volume of task orders requesting positions and jobs that span sectors, skillsets, and geographies.
As a result, Vistant has an immediate need to identify a seasoned recruiter and business partner who understands the unique needs and processes of USAID, has a verified network of international contacts that can support a pipeline of qualified candidates across sectors and geographies, and most importantly build internal Vistant recruiting processes and capacity to scale and meet the growing demand of skilled people.
Duties and Responsibilities
- International Recruitment Strategy Development: Serve as a key leader in enhancing Vistant’s capabilities in the international recruitment arena, further strengthening the company’s capacity to attract and retain global talent. Collaborate closely with the international development team to develop comprehensive short and long-term recruitment strategies aligned with project requirements and donor guidelines. Ensure that recruitment functions as a strategic business partner across the organization, facilitating the attainment of overall objectives and goals.
- Full-Cycle Recruitment: Lead full lifecycle recruitment efforts, including sourcing, evaluating resumes, conducting interviews, performing assessments, facilitating preliminary security vetting, and making staffing recommendations. Ensure a positive candidate experience throughout the recruitment process, from initial contact to offer acceptance and onboarding.
- Client-Focused Solutions: Contribute to delivering staffing solutions for clients by developing a flexible, sustainable, and high-volume stream of candidates relevant to the International Development division’s dynamic business context. Establish strong rapport with client Points of Contact (POC) and stakeholders to understand strategic staffing needs, priorities, and constraints, both within Washington, DC, and international offices.
- Candidate Attraction & Advertising: Utilize traditional and non-traditional resources to identify and attract top candidates, developing advertising programs to gain high visibility with potential candidates.
- Talent Pipeline Development: Proactively build and maintain talent pipelines and networks of potential candidates to facilitate effective passive recruitment and assess candidates for future recruitment needs.
- Compensation Negotiation: Conduct local compensation research, negotiate compensation and allowances, and prepare contingent and live offers, ensuring alignment with Vistant’s compensation plans.
- Clearance Coordination: Collaborate with Vistant’s FSO team to ensure timely acquisition or transfer of requisite clearances in alignment with client requirements.
- Applicant Tracking & Management: Manage candidate activity in Vistant’s Applicant Tracking System, Clear Company, collaborating with the Talent Acquisition team.
- Brand Representation & Networking: Attend and represent Vistant at exhibits, meetings, and recruitment events to enhance brand awareness and attract highly qualified individuals to our active positions and the talent bench.
- Policy Compliance: Maintain a comprehensive understanding of regulatory requirements and best practices, staying current with updates and changes in this domain to ensure full compliance. Support compliance by implementing and adhering policies and guidelines applicable to international and domestic recruitment and government standards in day-to-day operations.
Expected Qualifications
- Bachelor’s degree in Human Resources, Business, International Development, or related field, or equivalent combination of education and experience.
- Minimum of ten (10) years of recruitment expertise, with at least six (6) years in international development specific roles.
- Proven success in devising robust sourcing, recruiting strategies and data reporting techniques to identify opportunities for enhanced success.
- Demonstrated track record of effectively filling challenging positions with stringent requirements.
- Thorough understanding of the international landscape and the ability to source and hire candidates within “fragile state” contexts.
- Strong history of client engagement, relationship building, and delivering high-quality service within a collaborative team environment.
- Proficient critical thinker capable of identifying issues, seizing opportunities, offering solutions, and achieving consensus with multiple stakeholders, managing teams and process.
- Possesses cross-cultural sensitivity and the ability to collaborate with individuals from diverse backgrounds.
- Demonstrates discretion and sensitivity when handling confidential information.
- Exhibits the ability to manage and prioritize multiple tasks in a fast-paced, high-volume setting.
- Maintains professionalism, calmness, flexibility, resilience, solution-oriented mindset, and creativity in challenging situations.
- Prior experience in recruiting for US Government, private, and foreign donor proposals, such as USAID, MCC, DoS, etc.
- Capable of thriving in a fast-paced environment and meeting urgent deadlines.
- Excellent verbal and written communication skills essential for effective collaboration within a team environment.
- Advanced user of LinkedIn for recruitment purposes. Experience with ATS platforms such as Clear Company and/or UKG Pro Recruiting.
- Familiarity with Monday.com or similar project management platforms.
- Ability to thrive in a fast paced and changing growth environment.
- Customer Service driven towards all external and internal customers.
- Unwavering professional integrity and the ability to maintain confidentiality of highly sensitive company/employee information.
