This position is contingent upon project award and funding. The anticipated length of this project is five years.

Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.
Program Overview:
Pathfinder is currently seeking Ethiopian nationals or international candidates for a Director of Finance and Administration role supporting an anticipated project in Ethiopia. The anticipated USAID-funded HIV/AIDS treatment, care and support project is expected to mitigate the impacts of HIV/AIDS and improve quality of life of people living with HIV/AIDS, their families and the community through sustainable, comprehensive and coordinated evidence-based interventions.
Position Purpose:
The Director of Finance and Administration (F&A) has overall responsibility of the Program Finance and Administration Units. S/he ensures that financial functions support the timely and effective implementation of the program’s technical scope of work. The Director of F&A ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. S/he oversees the overall administration of the Program. This includes working with Pathfinder’s HQ support units managing operations, contracts, procurement, accounting, and any HR activities on the Program. The Director of F&A liaises with local partners and with Pathfinder’s HQ regarding any aspects of program implementation related to finance. S/he ensures that all budgets, expenses as well as program procurement activities are carried out acccording to USAID and Pathfinder standards and regulations.
Key Responsibilities:
- Oversees and supervises the work of the project finance and administrative team.
- Leads program annual budget development process. This includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensures the consistency, inclusion and accuracy of costs and that they comply with Pathfinder and USAID policy, where appropriate; and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year
- Develops and maintains systems for program expenditure monitoring and tracking that include financial and contractual data. Provides routine pipeline analyses to the Chief of Party. Also, provides any ad hoc reports requested by USAID. In addition, performs routine financial analysis on program expenditures, documenting and monitoring overall performance, analysing trends, identifying gaps to ensure efficient and sound project management.
- Implements standard procedures and forms that promotes and/or ensures programs compliance with the USAID agreement terms and conditions, and that ensures program spending provides the best value.
- Ensures that required reports are submitted in the format and by the deadline stated in the USAID agreement. Communicates and coordinates with USAID to ensure receipt of all necessary financial and contractual information and approvals.
- Trains all program staff on USAID compliance.
- Manages all contracts and procurements on the program.
- Ensures that all equipment is inventoried and managed per USAID rules and Pathfinder International standards.
- Performs other duties as may be assigned by Chief of Party and Pathfinder International HQ Finance.
Basic Requirements:
- Master’s Degree or higher in Business Administration, Finance, Accounting or other related field.
- Minimum of 8 years of experience in administration and financial management of large international projects with USAID as well as contract and grant administration, budgeting reporting, accounting, and financial analysis experience preferred.
- Thorough understanding of USAID financial guidance and regulations and sound judgement in applying them to diverse, field-based operations.
- Proven experience and skills in developing and managing large budgets.
- Direct staff supervision experience required.
- Excellent diplomatic, interpersonal and communication (written and verbal) skills and ability to interact professionally with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.
- Strong analytical and problem-solving skills.
- Proven experience to lead in the achievement of results.
- Strong knowledge of and ability to use accounting principles and methods, techniques, and systems of financial management and be able to guide and implement best administrative and financial practices.
- Proficient computer skills in Microsoft Office Suite with mastery of Excel spreadsheets and knowledge of accounting software.
- Must be fluent in English both written and verbal.
- Ability to travel within Ethiopia as needed.
- Occasional travel to the US Headquarters may be required.
Preferred Qualifications:
Prior experience working in Ethiopia desirable.
