Proposal Summary:

USAID/DRC is planning to fund a five-year Rule of Law/Anti-Corruption project in the DRC. This anticipated project will help the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC’s anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing equal and equitable access to justice for all.

Position Summary:

The Director of Finance & Operations (DFO) will report to the Chief of Party. This position will be responsible for overseeing all aspects of operational and financial management and contractual performance, including financial systems implementation, budgeting, expenditure tracking, financial reporting and accounting, operations, logistics, human resources, security, procurement, and grants. The DFO will establish and maintain sound financial management practices in compliance with USAID and MSI policies. The DFO will ensure that appropriate internal controls are in place to meet generally recognized accounting standards as per MSI’s policies and procedures to allow the payments. They will supervise the financial management and administrative support team.

Responsibilities:

  • Provide overall financial and administrative management, coordination and support to ensure an effective and efficient operating platform for the project.
  • Ensure compliance of financial systems with MSI’s policies and procedures, USAID rules and regulations, contract requirements, and GDRC laws and regulations.
  • Develop activity budgets with technical teams and monitor budget pipeline, burn rate, projections and cash flow.
  • Provide timely and accurate financial reports to MSI HQ and USAID as required.
  • Review and approve recommendations for financial planning and control, providing relevant fiscal information to the senior management team.
  • Conduct internal financial audits of the activity and serve as the primary point of contact with external auditors.
  • Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of project documentation.
  • Provide technical assistance and capacity building, as needed, to local partners and grantees on financial compliance and reporting to ensure sound financial management and compliance.
  • Ensure that subcontracts, grants, and local consultancy agreements and procedures are completed in a timely and correct manner and comply with MSI and USAID policies and regulations.
  • Ensure program compliance with local authorities (social security, tax authorities, labor department, bank regulations, registration, etc.).
  • Distribute payroll and remit appropriate withholding taxes to local authorities.
  • Serve as the security focal point for the project office and enforce required COVID-19 social distancing, mask-wearing and hygiene protocols for staff and visitors.
  • Facilitate annual performance review processes for project staff.
  • Lead recruitment efforts for any vacant positions, including advertisement, screening candidates, arranging panel interviews, negotiating contract, and on-boarding.
  • Attend periodic senior leadership meetings and participate in annual work planning workshops.

Qualifications:

  • Bachelor’s Degree in Finance, Business Administration, Accounting, International Development, or related field is required; advanced degree highly desired.
  • Ten years (10) progressive management experience in USAID-funded project administration and backstopping, including operations, finance, compliance, and grants administration.
  • Experience using Microsoft Excel; experience using QuickBooks preferred.
  • Extensive knowledge of FAR, AIDAR, ADS, and USAID procurement regulations (22 CFR 228).
  • Experience managing and supervising finance and administrative staff.
  • Knowledge of tax regulations for the DRC as they apply to contracts, payroll, and other payments, preferred.
  • Previous experience working on a USAID-funded projects required
  • English fluency (speaking, reading, and writing) and French proficiency required.
