Title: Director, Policy Assistance and Resource Mobilization Division (TCA)

Summary of Duties and Functions
Under the general supervision of the Assistant Director General, Technical Cooperation Department, the incumbent will provide leadership in making corporate services available to the Member Nations in (a) provision of sound policy advice; (b) mobilization of resources and development of FAO’s Field Programme; and (c) capacity building in the formulation, implementation and evaluation of policies, strategies and programmes aimed at sustainable agricultural and rural development and food security at national and regional levels.
In particular:
*In close cooperation with FAO’s Technical Departments, provide overall guidance to the coordination of FAO’s corporate cross departmental policy work on priority policy themes and policy assistance provided to member countries;
*Supervise the development of methodological and capacity building materials and for the organization of global capacity building activities in the area of strategies and policies for agricultural and rural development
*Ensure adequate technical guidance to FAO’s decentralized offices in the provision of policy assistance to Member Nations and Regional Economic Organizations; implementing regional strategies for resource mobilization and Field Programme Development; providing appropriate inputs to the decentralised multidisciplinary teams in connection with policy assistance and resource mobilization.
*Guide the Division’s support to FAO Country Representatives and other decentralized offices in the formulation and follow-up of FAO‘s National Medium-term Priority Frameworks (NMTPF) as well as in connection with their involvement in joint country policy and planning processes such as Poverty Reduction Strategies (PRS), United Nations Common Country Assessments (CCA), United Nations Development Assistance Frameworks (UNDAF), One-UN, etc.
*Coordinate the activities related to leveraging resources for FAO and its Member Nations, in order to create conditions for a substantial flow of extra-budgetary resources to support Member Nations’ initiatives and FAO programmes.
*Participate in inter-departmental and inter-agency activities and represent the Organization at relevant meetings
General Requirements
*Advanced university degree in economics, agricultural economics, agriculture, or other relevant subject.
*Demonstrated professional competence and experience in the analysis, formulation, implementation, evaluation of policies and programmes for agriculture and rural development in developing countries and countries in transition.
*Knowledge of the policies, strategies and programmes of regional economic organizations, bilateral donors and international financing institutions.
*Excellent communication skills, and experience in fundraising and in negotiating resource mobilization initiatives.
*Ability to lead and work effectively with a pluridisciplinary team of people of different national and cultural backgrounds in an international setting.
* Fluency in English, French or Spanish and a limited knowledge of any of the other two or Arabic or Chinese, the languages of the Organization;
