Job Description
The Position
We are looking for an experienced program manager with technical and policy expertise in the ocean sector. The Director will work closely with the Chief Program Officer (CPO) to support daily management, provide oversight on the work plans and deliverables of the regions, and support the execution of the global and regional programmatic strategies to realize the organization’s vision. The Director will help ensure and support the implementation of priorities of the regions, focused on the advancement of transparency work and impact metrics. The Director will also support program operational excellence, fundraising efforts, integration of cross- cutting initiatives and oversee priority initiatives identified by the CPO.
Internally, the Director will coordinate with multiple program units to ensure coherence and consistency in execution as well as help set up and implement internal communication, SOPs, and knowledge sharing mechanisms. Externally, the Director will help the CPO and Director for Philanthropy and Partnerships in the identification, review and management of priority partners and donors to support and sustain global and regional work.
Flexible working hours to accommodate calls across time zones is essential and some travel may be required to support country representatives at external meetings as needed.
Principal Duties and Responsibilities
Program Delivery
- Working directly with the Chief Program Officer and the Programs management commmittee, the Director will ensure that all programmatic deliverables, objectives, goals are executed and met.
- Provide oversight on work plans, commitments, targets of all regions.
- Oversee coherence and consistency of execution of all program units including the development and implementation of internal communication, SOPs, and operational and programmatic guidance documents.
- Work with the Senior Manager. Director for Program Initiatives in management and reporting of the Monitoring, Evaluation and Learning, while cascading to the Global Programs team lessons and challenges
- Work with leads of the Global Practices unit, to harmonize and streamline support provided to regions
- Support the CPO in the development, review and implementation of annual program Objectives, Key Results (OKRs) and Objectives, Goals, Strategies and Measures (OGSMs)
- Implement regular reviews and evaluation of regional strategy and work plans, recommending adaptive management as needed, while highlighting best practices, bright spots and helping identified challenges
- As identified by the CPO, the Director will lead identified global program initiatives and / or special projects
Program Operations
- Ensure the whole Global Programs Team adhere to organizational and operational excellence set by the Operations Team, including contract management, tracking of deliverables
- Will work directly with CPO, COO, and Director, Grants and Business Affairs on programmatic budget development and tracking, while supporting efforts to help ensure financial resilience of the programs work
- Develop risk management plans for the program work
- Working with Operations Team, help co- develop program capacity and competency frameworks, as well as internal operations, project management, and budget training for regional leads
Fundraising, Communications, Partnerships
- Together with CPO, the Director will consolidate and support all fundraising efforts for the programs, including donor management, proposal and budget development
- Work closely with the Director for Philanthropy and Partnerships to identify and secure resources for the programs and implementation work
- Co- develop and implement partnership tracking and guidelines, including development of prioritization tools, work plans for global partners, and partnership reviews
- Support communication efforts, including external representation and when needed, participation in international fora
Leadership and Management
- Provide strategic inputs and direction on the ideation of solutions and interventions
- Establish strategic goals and objectives and key results (OKRs) with team members, manage performance and track delivery; accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results.
- Develop, coordinate, and enforce systems, policies and procedures.
- Ensure a safe, secure, and legal work environment.
Required
- Bachelor’s Degree
- Minimum 10 years relevant professional experience, including building, leading and managing global teams
- Excellent project management skills
- Experience in biodiversity, fisheries, or other ocean governance themes
- Experience with development and tracking of Monitoring, Evaluation, and Learning
- Excellent interpersonal skills and ability to cultivate and follow up engagements with partners
- Demonstrated ability to develop and move projects forward with a high degree of independence and autonomy.
- Excellent written and oral communications skills in English.
Preferred
- Master’s Degree.
- Project management certificate/ license
- Demonstrated ability in development, management and policy work in the national, regional and international context.
- Have worked in global matrix organizational structures
- Other languages desirable
- Excellent oratory and presentation skills, and experience speaking with media, organizations, etc
Location: Remote working
Responsible to: Chief Program Officer
Salary: Commensurate with experience. Global Fishing Watch offers pension/retirement, health and other benefits commensurate with similar level Global Fishing Watch employees in the country of employment.
Working Hours: Global Fishing Watch supports flexible working, so the pattern of hours may vary according to operational and personal needs. GFW works across different time zones and weekend work may be required on occasion. The post holder will be required to undertake periodic domestic and international travel. No overtime is payable.
Holiday: Paid holiday/vacation commensurate with other, similar-level Global Fishing Watch employees in the country of employment.
