The Australian Government’s Fiji Program Support Facility seeks a highly motivated individual to promote and integrate disability inclusion in its sector programs.

Why Tetra Tech International Development?

As a leading global development consulting firm, our purpose is to contribute to a world where people, communities and the planet thrive.

Tetra Tech International Development works with governments, businesses and NGOs to solve complex development challenges. Our dedicated team helps partners including DFAT, USAID and the Asian Development Bank to deliver effective and sustainable projects in more than 80 countries around the world.

  • A senior opportunity to promote disability inclusion and the rights of persons with disabilities in Fiji and Tuvalu
  • Contract to December 2021, with the possibility of extension
  • Based in Suva, Fiji

The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Facility has a gender equality, disability and social inclusion (GEDSI) Strategy and Action Plan that guides the integration of GEDSI across the Facility’s sector programs, as well as management and operations, to enable outcomes to be achieved. The Facility’s GEDSI team works closely with DFAT, government counterparts and key stakeholders to integrate GEDSI across programs, including through mainstreaming advice, development of sector specific strategies, capacity building interventions, policy influencing, data analysis and monitoring, evaluation and learning activities.

The Position

The Disability Inclusion Specialist (the Specialist) will support the Facility’s Gender and Inclusion Senior Adviser to operationalise the GEDSI Strategy and Action Plan, with a particular focus on mainstreaming disability inclusion across the Facility’s programs, through the provision of specialist advice and inputs. The provision of this specialist advice will strengthen technical, leadership and organisational capabilities to address and deliver effective disability inclusion outcomes.

The Specialist will work closely with other GEDSI personnel and the Inclusive Education teams in the Fiji and Tuvalu Education programs, to ensure a coordinated support to disability inclusion across the Facility. They will also engage with donor counterparts and partner organisations (including partner Ministries in Fiji and Tuvalu and Civil Society Organisations), and in particular build relationships with Disabled Persons Organisations (DPOs).

The Specialist also has a role in monitoring, evaluation and learning (MEL) activities to ensure disability inclusion outcomes are achieved across the Facility’s programs and operations and reported with tangible evidence.

The Person

The ideal candidate will have qualifications in a relevant discipline such as disability studies, social policy, public health, or international development or equivalent experience mainstreaming disability inclusion into donor-funded programs and/or government systems.

They will also bring experience in implementing practical and impactful disability inclusion approaches including provision of technical assistance, policy influencing and advocacy. The ideal candidate will have strong analytical skills and the ability to contribute to research and monitoring, evaluation and learning activities.

We are seeking an excellent networker with the ability to establish relationships with Ministry partners, Disabled Persons’ Organisations and civil society organisations.

Experience of living with a disability is highly desirable and we encourage people with disabilities to apply.

The role is open to Fijian citizens and current residents of Fiji, and the salary offered does not include accommodation or other allowances.
