Job Description

ESSENTIAL JOB FUNCTIONS:

Program Management

Provide overall supervision of the day-to-day implementation of activities in all DRR / CCA programs.

Monitor and promote all aspects of integrated programming to increase overall impact and quality programming at the community, district, and national levels.

Provide DRR and CCA technical support to all programs

Ensure coordination between the various DRR / CCA programs to facilitate greater impact, share lessons learned and build on experiences.

Program Implementation:

Ensure programs are implemented in ways responsive to the communities, in line with MC principles, values and strategic plan, and follow MC compliance procedures.

Assist with the roll-out of Program Management Initiative (PMI) across the DRR / CCA portfolio and support teams to meet the Minimum Standards.

Directly supervise relevant program managers, national and expatriate.

Provide overall direction to daily implementation plans; ensure programs are coordinated; and create opportunities for strategic discussion on implementation issue from the field teams to management and vice versa.

Oversee the development and preparation of high quality donor reports for all programs under supervision prior to submission.

Vision, Leadership and Strategy

Provide leadership for the development of an overall nationwide strategy/annual strategic plan and development of Nationwide logical framework and Monitoring & Evaluation system, working in close cooperation with the Country Director and Director of Programs.

Program Development & Assessments

Lead or mobilize team members to conduct needs or programmatic assessments in new geographic areas and/or to develop follow-on programming in existing geographic areas in coordination with Director of Programs.

Map potential donors and draft high-quality proposals in DRR / CCA sectors and geographic areas that match donor requirements and interests, in coordination with Director of Programs

Design, Monitoring & Evaluation

In partnership with M&E and Reporting staff, ensure that M&E systems are of high quality, provide regular impact and process data, and that all programs have baselines and evaluations.

Coordinate the M&E system for DRR / CCA programs to measure progress against the country strategy and make adjustments to programs and/or strategy accordingly and ensure all programs are regularly tracking and reporting against Mission Metrics indicators.

Commitment to Staff Development

Work with Senior Mercy Corps Indonesia Staff to recruit, manage and motivate an informed, skilled and efficient national and expatriate team; incorporate staff development strategies and Performance Management systems into team building processes.

Mentor and contribute to an atmosphere conducive to professional growth and development for program staff in accordance with Mercy Corps’ commitment to excellence and achievement; encourage a team culture of learning, creativity and innovation.

Representation and Diplomacy

With guidance from the Country Director, and in coordination with the Director of Programs, develop and maintain both internal and external relationships to ensure optimum program success.

Establish linkages with international DRR / CCA platforms to highlight the work of Mercy Corps Indonesia and contribute to the global conversation around DRR / CCA.

SUPERVISORY RESPONSIBILITY: DRR / CCA Program Managers based in, or working on, programs in Sumatra, Java, and Maluku.

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Country Director

WORKS DIRECTLY WITH: Director of Programs, Finance and Compliance Manager, Operations Manager, Program Managers, Program Staff

KNOWLEDGE AND EXPERIENCE:

  • MA/S or equivalent in management, international development or other relevant field preferred.
  • Minimum 5 years’ experience administering donor grants for both relief and development initiatives; candidates with specific experience in DRR / CCA programming preferred.
  • Minimum 5 years’ field management experience in positions of increasing responsibility.
  • Demonstrated success building staff capacity in cross-cultural settings, as well as excellent team-building and interpersonal skills.
  • Verifiable record of developing successful proposals for new projects and programs from conception to submission.
  • History of working effectively and respectfully with host country government, INGO and NGO partners.
  • Previous experience working in Indonesia and/or knowledge of the region preferred.
  • Experience working in an insecure environment and knowledge of security management planning preferred.
