District Coordinator

Job Description

We are seeking District Coordinators for long term, roles on a complex DFID-funded post-earthquake reconstruction programme in four Districts (Gorkha, Dhading, Nuwakot, Rasuwa). The programme aim is long-term positive change in the lives of people in earthquake-affected regions of Nepal.

The programme is due to commence in April 2017 for a 5 year duration and will work in four of the districts worst affected by the earthquake. It comprises five Output Areas:

1. Support and provide capacity building to Government at central, district and local level in detailed year-wise reconstruction planning.
2. Direct physical reconstruction, including subcontracting and supervision of agreed priority earthquake reconstruction interventions, including reconstruction of water supply, foot trails, bridges, roads and public buildings.
3. Analysis of, and interventions to address, constraints to the private sector, including supply of labour, materials and transport in the construction sector.
4. Designing and managing a Challenge Fund to leave no-one behind in the reconstruction effort and promote transformational change for women and girls.
5. An evaluation and learning component.

The District Coordinator will coordinate all activities at District level, and lead district and local-level planning and capacity-building

Job description

Reporting to the Team Leader, the District Coordinators will:

1. Lead the District-level team, and ensure a coordinated approach to all components in the district and resolve issues or problems.
2. Work with the District Government and other stakeholders to develop annual plans for activities under each component, and to build capacity in reconstruction planning.
3. Lead communication and stakeholder engagement activities with district government, civil society and private sector
4. Ensure the timely submission of financial and operational reports
5. Participate in program review meetings;
6. Perform other duties as required by the programme

Candidate Specification

• At least 10 years’ experience in infrastructure-related rural development in Nepal, including capacity building, and institutional strengthening and delivery of infrastructure
• At least three years’ programme management experience, preferably on a donor-funded international development projects (DFID experience an advantage)
• Demonstrated understanding of the challenges of post-earthquake reconstruction
• Strong interpersonal and leadership skills
• Proven ability to build and maintain effective working relationships
• Ability to work effectively under pressure and to manage competing priorities;
• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
• Team player and willingness to learn and support learning of others
• Fluency in written and spoken English is essential
• Nepali National
