Programme Background

The Khyber Pakhtunkhwa Education Sector Programme (KESP-II) is an education reform programme funded by UKAid’s Foreign, Commonwealth & Development Office (FCDO) and the Australian Department for Foreign Affairs and Trade (DFAT) to support the Government of Khyber Pakhtunkhwa (GoKP) to achieve an outcome of “more children in school, staying longer, and learning more.” KESP’s technical assistance (TA), delivered by Adam Smith International (ASI), focuses on supporting the government achieve this outcome.

The TA team’s mission is to work at provincial, sub-provincial and school levels to provide comprehensive, flexible and high-quality technical support to the GoKP in the delivery of its strategy and priorities for transforming education service delivery. These priorities primarily focus on (i) improving teaching and learning in KP’s public schools, (ii) improving school infrastructure and facilities, (iii) providing better and more equitable access to education and (iv) strengthening governance and management across the public education sector.

Purpose of Role

This TOR is for a potential role of a District Field Coordinator (DFC) on KESP. The DFC is to coordinate with the office of District Education Officers (both male and female) for the implementation of the KESP technical assistance activities at the district-level. S/he will be assisting KESP-TA delivery teams in district-level activities and data collection/progress tracking for various interventions.

Responsibilities

The DFC will be required to work closely with the relevant government counterparts and the KESP Team to undertake the following tasks:

  1. Be the focal point person for coordination with the District Education Officers for the implementation of KESP activities at the district-level and provide guidance in the district-level planning and coordination.
  2. Organize and participate in district-level meetings (face-to-face and remotely) with Assistant Sub-Division Education Officers (ASDEOs), Sub-divisional Education Officers (SDEOs) and Deputy District Education Officers (DDEOs) to share data on district-level performance indicators under the District Education Plans (DEPs) and advise them on activities critical for improving performance on these indicators.
  3. Develop monthly district progress reports to share updates on districts’ performance on District Education Plans (DEPs)
  4. Assist district education officials in analyzing data to prepare for the District Steering Committee (DSC) meetings and advise the DSCs and Deputy Commissioners on future activities for enhancing the pace of delivery.
  5. Continuously engage with Education Monitoring Authority (EMA) in order to provide better understanding to the district officials of the process of EMA monitoring and evidence gathered by EMA for reporting on the school-level indicators.
  6. Assist in the implementation of district-level activities including activities under COVID Response and Recovery Plan (CRRP), feedback on capacity building events/workshops, collection of data for research, monitoring and evaluation activities and support communications on KESP by sharing success stories, photographs, and dissemination of important updates by E&SED and KESP TA.
  7. Assist the district education offices with implementation of KESP supported education programmes and activities along with any other indicated by the Team Leader (including District Performance Scorecards (DPS), Continuous Professional Development (CPD), teacher training programmes, assessments, teacher rationalization, conditional grants tracking, Girls Stipend Programme (GSP), school-based budgeting and budget execution etc).
  8. And any other activities assigned by KESP management

The DFC will ensure adherence to KESP operational policies, procedures and standards of conduct, while facilitating smooth implementation of all programme activities in the field.

Experience and skills

  1. Degree in Social Sciences or any relevant field from a reputed institution
  2. 5 years of relevant work experience (preferable)
  3. Previous experience working with the provincial education departments is an asset
  4. Ability to work independently and lead the team in the face of tight timelines
  5. Ability to lead workshops and discussions with senior government officials
  6. Excellent organizational and communications skills
  7. Proficient in the use of Microsoft Office, Urdu software, and the Internet

Duration

The consultant is potentially required for 147 working days between 1st September 2021 to 31st March 2022

Location of work

The consultant will be required to work in any of the districts listed below. The assigned district(s) may be transferable as per the requirements of the programme.

  2. Lower Kohistan & Kolai Pallas
  3. Upper Chitral & Lower Chitral
  4. Buner
  5. Lakki Marwat
  6. Mardan

Management/Reporting

The consultant will work closely with the KESP technical team and will report to the District Coordinator.
