OBJECTIVES OF THE PROGRAMME
The WHO Uganda Country Office health systems objectives are set to assist the Government of Uganda in strengthening health sector governance, management, and coordination for Univeral Health Coverage (UHC) and developing its strategic policy frameworks; improving effective health service coverage and quality of care; providing equitable health financing solutions and the production of information on financial risk protection, equity, and health expenditures; strengthening access to essential medicines, diagnostics, and therapeutics; building the capacity of the health workforce; improving data governance, management, and accountability, and developing the integrated and interoperable health information systems; and strengthening the whole-of-government approach in addressing the social determinants of health.
DESCRIPTION OF DUTIES
The purpose of this position is to provide strategic technical health systems strengthening support at the district level towards strengthening the whole-of-government approach to planning implementation, monitoring, and reporting; delivery of integrated people-centered health service delivery in both the development and emergency contexts; and achievement of healthy lives and well-being (sustainable development goal 3) and health security.
The incumbent will work under the overall guidance of the WHO Representative and immediate supervision of Team Lead District Management and s/he will have the following responsibilities in her/his assigned area of work:
the delivery of essential health services along the life-course, quality of care, strengthening referral pathways, and health information system generation, reporting, and use.
REQUIRED QUALIFICATIONS
Education:
Essential:A first university degree in public health, health systems/services administration, health management, or healthrelated field from an accredited/recognized institute.
Desirable: Post-graduate degree in Public Health or other allied fields.
Competencies:
Experience:
Essential: At least five years of professional experience in health service delivery at the sub-national level, and experiences in project management.
Desirable:Working experience with intergovernmental agencies at the national and sub-national level on health systems strengthening/ health emergencies/ monitoring and evaluation will be an advantage.
Functional Skills and Knowledge:
Expert knowledge of written and spoken English and working knowledge of the local language will be an asset.
Proficiency in computer applications and ability to draft reports, and ability to monitor and communicate progress in terms of process and results.
