Job Description

1. PURPOSE OF THE POSITION:

To provide government/interagency liaison and coordination/representation support to the World Vision program at the district level. This position will consult with humanitarian agencies and civil society and be a representative voice of the needs of the community in the design and implementation of projects in shelter, water & sanitation and infrastructure at a district level, while building the capacity of Stakeholder Representatives. The position will work closely with the National Liaison Coordinator and district teams to ensure grassroots needs contribute to the national strategic approach to WV programs.

2. OBJECTIVES

The proposed objective is to ensure that, to the extent possible, the needs of tsunami affected communities, families and children are met by any WVL programming activities. The District Liaison Officer will strengthen the community consultation process through the processing of information collected by Stakeholder Representatives and civil society.

3. RESPONSIBILITIES:

· Understand program strategies and operational plan to support effective program delivery · Support the processing of information from community consultations into responsive action. · Liaise with civil society to assist in the program’s design process · Review and recommend findings of community based assessments and make recommendations for programming initiatives. · Identify and coordinate resources to assist with community assessments · Represent WV in relevant Governments Ministries and Departments or UN Agencies, INGO meetings to ascertain the various needs, statistics, geographic areas of concern and interests. These may include and not limited to consideration of: -IDPs resettlement issues -Shelter (transitional and semi-permanent) -Infrastructure (Clinics, schools and pre-schools) -Water and sanitation -Health -Education/Child Protection programming · Maintain good communications with other key local non-governmental organizations (NGOs) at the district level. Represent WV at districts meetings to determine current coverage gaps in meeting the humanitarian needs. · Develop and facilitate implementation of coordination tools, such as meeting schedules, meeting notes, updated informational sheets and key contacts, among others. · Ensure that national level agreements between WV, Govt and Ngos are enforced and rolled out at a district level. · Provide information to government departments in a timely manner, meeting their needs for information on WV?s program. · Ensure that program implementation at district level is in line with the principles of the Red Cross Code of Conduct, SPHERE standards and relevant WV internal standards and policies and build the knowledge and capacity of Stakeholder Representatives in these standards. · Respond to general external enquiries for information on WV program. · Carry out additional responsibilities and projects as assigned by the District Team Leader and National Liaison Coordinator · Provide support for field personnel and work within a team at the district level

QUALIFICATIONS

Strongly Preferred

Education § University Degree in relevant field mainly sociology, community development

Experience § 3-5 years relief field experience in the developing world or the equivalent in the headquarters of a major NGO. § Strong experience in community consultation, government relations, mainly district and provincial level and donor relations

Critical Knowledge, Skills and Abilities § Clear understanding of the workings of major donors. INGOs and UN agencies § Excellent analytical/problem-solving skills and detail orientation § Excellent English communication skills (oral and written) § Thorough knowledge of MS Office and Lotus Notes § Good understanding of World Vision and Sphere relief standards. § Knowledge and adherence to the Red Cross and NGO Code of Conduct § Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina § Ability to working and contribute to team building environment § Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environment and physical hardship conditions with limited resources. § Commitment to WV Core Values and Mission Statement § Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context. § Work experience in a cross-cultural settings is essential
