Brief Project Description:

The Disaster Risk Management Programme of Government of India-United Nations Development Programme [UNDP] under the multi donor partnership framework aims to contribute towards the social and economic development goals of the national and state governments enabling them to minimize the loss of development gains and reduce vulnerability to natural disasters. The vital output of this project is multi-hazard risk management and sustainable recovery plans at village, block, ward, panchayat and districts levels with community participation in 169 most multi-hazard prone districts in 17 states, and strengthening institutions responsible for sustainability and replication of these efforts. At the national level, this programme seeks to provide support to the Ministry of Home affairs to set up an institutional framework for disaster risk management.

In Maharashtra, the programme is being implemented by the Revenue and Forest Department, Govt. of Maharashtra being the state nodal agency for programme implementation.

Description of Duties:

The District Project Officer (DPO) will be posted at District Headquarter of District Satara [Maharashtra] and would perform the under mentioned functions in consultation with the State Nodal Agency and under the direct supervision of District Magistrate/Collector/Designated Officer:

• Facilitate and coordinate the preparation of multi-hazard Disaster Management plans of the District, Blocks, GPs and Villages along with government functionaries • Assist the District administration in selection of partners for the Community Based Disaster Preparedness work • Assist in the development of awareness campaign strategy and awareness generation activities like street plays, rallies, painting and drawing competitions amongst school children on disaster preparedness • Support the training and capacity building programmes of government officials/PRIs/ NGOs/CBOs/Youth Clubs/ SHGs Teachers and others concerned on various aspects of disaster management • Facilitate the process of Community Based Disaster Preparedness exercises at blocks, GP and village levels through active involvement of government officials, PRIs, NGOs/CBOs, youth clubs. • Facilitate the training programmes for disaster management task forces formed at various levels on Health and First Aid, Search and Rescue Operation, Sanitation, Shelter Management, Carcasses & Garbage disposal, use of early warning equipments / HAM radio operation etc. • Establish the linkages with Civil Society Response group at various levels for emergency response plan development • Network with NGOs/CBOs/NCC/NSS and other agencies working in the field of Disaster Management for unification of the strategy and process. • Periodical reporting to the Collector/State Nodal Agency/State Nodal Officer on the programme activities • Assist the district administration in organizing mock drill at various levels. • Facilitate in the establishment of effective communication systems for early tracking and dissemination of warnings at the district level. • Any other task assigned by the supervisors

The UNV will be responsible for:

S/he will be based at the Office of the District Magistrate/Collector, Satara, the district nodal agency under the Disaster Risk Management Programme and assist the district administration in the implementation of the DRM activities.

Qualifications/Requirements:

• Possession of a university degree in Social Science/Social Work/Urban Management/Engineering • Minimum of 3-5 years of experience in rural/urban development or community work with an exposure to different aspects of disaster management • Experience in a supervisory position will be preferred • Networking qualities with Government and Non-government functionaries • Indian Nationality

Computer skills: • Good Computer skills in MS Office and the internet

Language skills: • Excellent communication skills in Marathi & English required

Conditions of living:

The UNV DPO Satara will be based in Satara, the administrative headquarters of Satara district. Satara is well connected with roads and railways to different parts of India. It has pleasant climate having minimum temperature 11.6 C and maximum temperature 37.5 C. There are adequate settlement facilities and social infrastructures. The average rainfall of the District is appr. 1400 millimeters.
