Job Description

Position: District Technical Officer- EQUIP Zambia - Muchinga (1) and Northern (1)

Location: Muchinga and Northern Provinces

Reporting to: Head Technical - EQUIP

Main Purpose of the Job: To support the district HIV and ART programmes through technical support at district and facility level in collaboration with district health office, other partners and the community

Qualifications and Experience:

  • Grade 12 School Certificate plus related experience or training; or equivalent combination of education and experience
  • Diploma/Degree: Clinical Medicine/Nursing
  • 3 years’ experience in a health/social science or related field
  • 1 year experience in training / facilitation
  • Experience in management of Health Programmes
  • Strong knowledge of HIV/AIDS programmes
  • Competence in clinical management of HIV/AIDS Services

Key Performance Areas amongst others include:

Program/clinical support:

  • Provide continuous support in implementing ART program activities at facility level in conjunction with DHO
  • Track progress of supported facilities/Management Areas and other partners against set objectives and targets.
  • Identify programmatic performance gaps and provide, document on-site mentoring
  • Identify training needs and assist in the develop training plans for programmes and supported facilities/management areas.
  • Identify bottlenecks and additional needs to improve service delivery and opportunities to exceed targets at Provincial Office.
  • Review of facility compliance with current ART guidelines, identify shortcomings and institute corrective measures
  • Support Adaptation and monitor/implementation for compliance of RTC Zambia policies and guidelines.
  • Ensuring effective and efficient communication with the DHO and provincial coordinator
  • Ensure 100% linkage to care for all positive patients
  • Ensure timely monitoring of patients including viral load monitoring
  • Coordinate and support clinical/nursing teams and lab teams to ensure smooth and timely viral load assessments on all patients

Monitoring and Reporting:

  • Increase access to and utilization of quality HIV/AIDS service
  • Assist in compiling quarterly reports for the District Health Office, EQUIP and RTC leadership
  • Assist in compiling monthly funding projections and forecasts
  • Liaison and coordination with the Programme Coordinators and other EQUIP partners with reference to RTC’s cooperating partners and programmes and interventions.
  • Ensure timely submission of Quarterly Narrative Reports by facility/Management Areas as per applicable submission schedule.
  • Compile periodic and ad hoc narrative and data reports of programme performance
  • Brief and communicate programmatic performance to RTC management in consultation with the EQUIP Programme Coordinator
  • Respond to questions and queries related to programme performance and programme compliance.
  • Constantly maintain accurate records (hard and soft copy) of programme reports and additional programmatic information/data with appropriate levels of accessibility to programme staff and RTC management
  • Close cooperation with RTC’s EQUIP Programme team to ensure consistency in the performance and reporting of programme objectives
  • Ensure consistency with RTC’s M&E and Technical Assistance programme objectives

Coordination and Collaboration:

  • Work closely with the facility/District/Project Coordinators and other district health coordinators
  • Work closely with MoH and facility personnel and other stakeholders e.g. laboratory services, pharmacy to develop and implement strategies to strengthen the program management
  • Work with MOH facility staff in scaling up successful interventions
  • Collaborate with other NGOs and stakeholders to facilitate continuity of care and improve on service delivery.
