Responsibilities This post is located in the South/East Asia and the Pacific Section of the Partnership in Development Branch, Division for Operations of the United Nations Office on Drugs and Crime, Vienna. Within limits of delegated authority, the Drug Control and Crime Prevention Officer is expected to perform the following duties:

  • Carry out the ongoing review, monitoring and analysis of social, economic and political developments and trends in the assigned drugs, crime and/or terrorism-related areas at the national, regional, and global level.
  • Organize and implement a variety of programme activities aimed at achieving results that enhance institutional knowledge and capacity of governmental and inter-governmental institutions, civil society and UN agencies about the nature and extent of drugs, crime and or terrorism-related issues that are appropriate for improving related control and prevention policies, strategies and plans.
  • Organize and deliver a variety of specialized technical services to governments, such as, legal advisory services, expert group meetings, training seminars, in order to assist them in the ratification and implementation of the international conventions and other international legal instruments related to drugs, crime and terrorism. * Prepare the substantive and programmatic reports to the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ) and other legislative and technical bodies.
  • Undertake programme reviews, needs assessment and other technical missions that include evaluating the suitability of technical assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs).
  • Develop memoranda of understanding (MOU) and other regional agreements, Country Profiles and Strategic Programme Frameworks for countries and regions, in collaboration with stakeholders and manage their effective implementation.
  • Prepare and assess draft programme and project ideas and documents for technical assistance in the assigned countries/regions; carry out implementation of projects and review delivery performance that would include progress reports, work planning, and follow up on evaluations and audit reports.
  • Ensure financial accountability of programmes and projects in areas of responsibility in accordance with policies and rules and monitor the expenditures and utilization of funds in the assigned areas of responsibility.
  • Carry out periodic assessments of the programme performance of field offices; participate in selected tripartite reviews and evaluations of programme and projects.
  • Engage in fund-raising for crime, drugs and terrorism-related projects and programmes from various donors by participating in meetings, presentations, consultations and fund-raising missions, as well as negotiating cost-sharing contributions from Governments.
  • Undertake a variety of correspondence with external clients of UNODC and produce a high standard of written documents, such as, policy proposals, background and working papers, reports, analyses, briefings, and make oral and video-conferencing presentations, as required.
  • Supervise support staff, mentor and guide interns and Associate Experts in their work.

  • Client Orientation – ability to establish and maintain productive partnerships with clients and to gain their trust and respect; capable of facilitating cross-boundary support to ensure success of taks; ability to identify clients’ needs and priorities and to match them with the Office’s operational priorities.
  • Communication – effective communication (spoken and written) skills, including the ability to draft policy and technical reports; ease in making oral presentations or getting a point-of-view across; ability to listen to all parties and be able to identify the important messages in all forms of communication.
  • Technology awareness – proficiency in computer technology, including relevant software and applications, databases relevant to assignments, word processing, spreadsheets and statistical applications.
  • Teamwork – strong interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment by demonstrating sensitivity and respect for diversity and gender; facilitate the contribution of all team members in work deliveries.

QUALIFICATIONS

Education Advanced university degree in development studies, project management, international relations, law, political science, economics, public or business administration, or the equivalent combination of education and experience in any of the above fields.

Work Experience 5 years of professional experience, preferably including 2 years at the international level, in international, government or private sector institutions in areas related to drug, crime and/or terrorism prevention/control, criminal justice, technical cooperation, programme management. Experience with another UN organization in a work area related to the post is an asset

Languages Excellent knowledge of and use of English, including drafting ability required. Proficiency in other UN official languages will be considered as an asset.

Other Skills Knowledge of major international drug, crime and terrorism control and prevention issues, challenges, policies and practices as well as of the UNODC mandates and policies; practical field work experience desirable; working and living experience in developing countries desirable; project administrator/backstopping experience in crime, drug and/or terrorism-related areas highly regarded.
