Responsibilities The post is located in the Precursors Control Section, Secretariat of the International Narcotics Control Board (INCB), Division of Treaty Affairs, United Nations Office on Drugs and Crime. The incumbent reports to the Chief of Section. Within limits of delegated authority, the Drug Control Officer will be responsible for the following duties:
1. Monitor and analyse developments and trends in precursors control at the national, regional and global level; carry out the implementation of INCB strategies, policies and activities related to the implementation of article 12 of the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988 Convention);
2. Assist in the organization and delivery of a variety of services aimed at adequate government implementation of the 1988 Convention;
3. Monitor and review best practices, methodologies and programmes in precursors control and contribute to their promotion among Member States; provide explanations/advice /training to governments on provisions of the 1988 Convention related to precursors;
4. Draft a variety of written outputs, such as background documents, studies, correspondence with governments, presentations and training materials;
5. Coordinate the preparation of documents for Board sessions; draft assigned parts of INCB publications, including the Report on the implementation of article 12 of the 1988 Convention;
6. Organize, coordinate the preparation of and participate in Board missions, contribute to the drafting of mission reports and their presentation to INCB;
7. Contribute to the development and management of databases with information on various aspects of precursors control;
8. Attend precursors meetings;
9. Liaise on substantive issues with counterparts in various offices of UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies, such as ICPO-Interpol and the World Customs Organization (WCO);
10. Supervise support staff members, guide consultants and associate experts;
11. Perform other duties as required.

QUALIFICATIONS
Education Advanced university degree in international relations, law, political science, economics, statistics, public administration, or the equivalent combination of education and experience in any of the above fields.
Work Experience 5 years of professional experience, preferably including 2 years at the international level, in government or private sector positions in areas related to drug or precursors control, law enforcement, criminal justice, international relations, public administration or research.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent knowledge of English, including excellent drafting ability is required. Knowledge of other official UN languages is an advantage.
Other Skills Knowledge of major international issues related to precursors control.
