E-Learning (Moodle) Administrator

Period of Performance: November 1, 2011 - September 30, 2012

Overview

The Civil Society Support project (ECSS) is a three-year program designed to build the organizational and management capacity of Egyptian civil society organizations (CSO).

A part of USAID’s Egypt Democracy and Governance Program and implemented by a consortium of partners: MSI, FHI 360 and IREX, the project provides technical assistance and support to individual Egyptian civic organizations to advocate for citizens’ interests and take action. The project’s objectives are to provide management support to USAID for its civil society portfolio, support capacity building for USAID grantees and support Egypt’s civic organizations.

The project’s officials help civic organizations develop skills in building bridges between citizens and their government with innovative tools and customized training.

Background

Egypt has undergone significant and rapid change in recent months that is affecting all aspects of society. Civil society and specifically community-based organizations (CBOs) and non-governmental organizations (NGOs) across Egypt are experiencing a mix of new freedoms, new opportunities and new demands. These organizations and the communities they serve are eager to contribute to building a new Egypt and are reaching out to the donor community for funding to respond to urgent demands, to capitalize on the many opportunities to contribute to positive change. At the same time, the donor community is working to respond by providing funding to catalyze the strengthening of civil society and civic organizations as Egypt struggles to create a vibrant democracy. Unfortunately, organizations are ill-equipped and lack the management, organizational and programmatic capacity to effectively and efficiently manage a rapid influx of funding and deliver quality development results.

In response to this exciting and challenging situation, USAID is seeking ways to rapidly build and strengthen the capacity of CBOs and NGOs to effectively and transparently manage donor funds, build and sustain strong management and program teams, strengthen their governing boards, diversify and increase the abilities of their staff, improve relationships with their communities and the private sector and diversify fundraising and sources of revenue. Because of the scale of the demand for help and the need to reach NGOs and CBOs across all of Egypt, conventional approaches to organizational capacity building based on a series of face-to-face workshops for relatively small groups of participants at one time will not enable USAID to meet this need.

Consequently, USAID, through the ECSS project, seeks to create a sustainable eLearning capacity-building activity that will enable staff from large numbers of NGOs and CBOs across Egypt to rapidly gain essential skills to improve the transparent management of resources and the delivery of quality services.

Task Description

Family Health International (FHI360) is recruiting consultants for the USAID-funded Civil Society Support (CSS) Task Order under REDI-Civil Society IQC in Egypt. The Consultant will be based in Egypt and is expected to provide technical assistance course and user management, and act as the site administrator between November 1, 2011- September 30, 2012, under the direct supervision of the Task Team Leader. The consultant must be able to handle and use MOODLE LMS, and have an in-depth understanding of the main concepts of E-Learning. The Consultant must also be competent in handling administrative tasks, which include configuration settings, functionalities and other settings. Moodle Administrator will also assist end users with Moodle functional questions and problems.

The consultant is expected to be responsible for, but not limited to the following tasks:

Course management

  • Administer each type of activity, resource and block in the course and manage their own settings
  • Install additional blocks and activities depending on instructors and program needs
  • Filters - Text and Multimedia plug-ins
  • Coursesettings for course home page configuration
  • Adding new Courses and design courseformats
  • Manage Sitefiles
  • Analyze the evaluation form of each course
