Job Description
The incumbent is a member of the senior staff in the Department of Compact Operations, reporting to the Deputy Vice President for EAPLA. The Managing Director will work in coordination with other Managing Directors to perform from among the following duties, as directed by the Deputy Vice President:
- Supervises and directs country affairs staff based in Washington, D.C., conducting quality assurance on their work products and providing mentoring, training and career development advice.
- Manages the resolution of country issues and conflicts, working in concert with managers across MCC divisions and departments as needed.
- Monitors the development, implementation and administration of the division’s budget and human capital management.
- Ensures the quality, efficiency and consistency of quarterly portfolio reviews, quarterly disbursement request packages, and other compact management processes and procedures.
- In coordination with DCO’s office of the vice president, oversees division’s work on OIG/GAO inquiries and issues and ensures prompt follow-up on audit actions.
- Supports the DVP in representing the views of the regional division on corporate-wide and other cross-cutting organizational issues (e.g., policy standards, business process development, information technology standards, etc.).
- Oversees and ensures the quality of strategic and senior-level division communications, including Board and investment memoranda; Congressional, foreign government and private sector correspondence; fact sheets and briefings; website information; and other materials.
- Encourages constructive teamwork, teambuilding, overall compact program coordination and leadership by regional staff.
- Makes recommendations to senior management on compact implementation work that can be undertaken within existing human capital and financial resource levels and advises on efforts that require additional resources.
- Conducts high-level engagement on MCC’s compact programs with the interagency, foreign government officials, members of civil society, Congressional staff, and private companies.
- Exercise technical and administrative supervision of subordinates ensuring a continuing affirmative application of MCC policies concerning equal opportunity.

This position is located in the Department of Compact Operations.The Department of Compact Operations (DCO) is responsible for developing and implementing MCC's compact programs. The department ensures that MCC compacts are designed and implemented in compliance with agency standards for procurement, financial management, environmental and social performance, and gender integration.
DCO is comprised of two technical divisions and two regional divisions, the Africa division and the Europe, Asia-Pacific and Latin America (EAPLA) division. These regional divisions are responsible for overseeing compact assistance programs in Africa and EAPLA, including regional affairs staff based in Washington, D.C. and resident country missions in compact partner countries. The Managing Directors in each regional division report to the applicable Regional Deputy Vice President.
