The Asian Development Bank’s Pacific Private Sector Development Initiative is seeking a suitably experienced and qualified Economic Empowerment of Women Analyst to join the team.
Detailed Tasks and/or Expected Output
Working with the Economic Empowerment of Women Team Lead, the Economic Empowerment of Women Analyst will support all PSDI’s EEOW activities, including:
- Contribute to the publication and launch of the next version of Leadership Matters including review of draft report, additional research (as required), and coordination of a series of launch events across the Pacific.
- Support the development of activities to support increased participation of women in business leadership on SOE boards in Solomon Islands and PNG (and other countries as requested) through the development and implementation of dedicated databases and capacity building support to responsible officers within the relevant teams.
- Drawing on research findings, work closely with PSDI National Coordinators and local consultant to progress work in PNG, Tonga and Vanuatu to provide advice to government agencies to address barriers to women’s entrepreneurship including outreach on business registration processes.
- Support a gender audit of nominated national tourism organisations in collaboration with the Pacific Tourism Organisation and Tourism focus area. Support will include review of country-specific and a regional synthesis report prepared by the Gender and Tourism Specialist and the drafting of mainstreaming guidance for national tourism organisations.
- Support the finalisation and dissemination of research findings and recommendations to support the increased participation and benefits for women in the tourism sector in Fiji.
- Support the EEOW Team Lead in the finalization and launch of the Gender Inclusive Private Sector Assessments for Fiji, Solomon Islands and Tonga and the roll-out of the checklist into additional Pacific DMCs including consultant management, research and review of draft assessments.
- Support the EEOW Team Lead in the development and implementation of the PSDI EEOW workplan including the development of concept notes, terms of reference and contract management.
- Update the EEOW workplan on a monthly basis including adding new initiatives and inputting status updates for ongoing activities.
- Support EEOW Team Lead to gather data and undertake analysis on results under PSDI M&E framework and in preparing reports such as the Annual Report and other publications as required.
- Support research and prepare impact stories on key reforms undertaken in EEOW by PSDI for selected PSDI publications.
- A range of administrative tasks, including reporting and managing consultants.
- Respond to immediate and emerging opportunities in conjunction with the PSDI Team Leader and PLCO’s PSDI TA Officer.
Minimum Qualification Requirements
Essential:
a. University degree in economics, law, social science or related field;
b. Working knowledge of the barriers/opportunities for economic empowerment of women in the Pacific;
c. Experience in the Pacific working with government and/or private sector organizations;
d. Strong organization, communication, and writing skills; and
e. Monitoring and evaluation experience.
The analyst can be based in the ADB Pacific Liaison and Coordination Office in Sydney or in the Pacific.

About the Organization
The Pacific Private Sector Development Initiative (PSDI) is a regional technical assistance facility co-financed by the Government of Australia, the Government of New Zealand and the Asian Development Bank (ADB). Since 2006, PSDI has been working with ADB’s Pacific Developing Member Countries to improve the enabling environment for business and support inclusive, private sector-led economic growth.
The Economic Empowerment of Women is one of six focus areas within PSDI and seeks to remove barriers that limit women’s participation in the private sector. The focus area includes five workstreams – (i) women in business leadership, (ii) women in super, (iii) women’s participation in the private sector (formal and informal), (iv) women in tourism, and (v) mainstreaming and coordination. This work is progressed through diagnostic studies and engagement with government and private sector stakeholders to identify and address legislative, policy and institutional barriers to women’s full and equal participation as employees, consumers, entrepreneurs and leaders.
