Job Description

DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.

Responsibilities

Services Provided:

The Research Associate will assist the Senior Economist with the development of result framework of development financing to inform the preparation of the RPJPN and RPJMN. The activity will include but not limited to: formulating result framework including strategy, theory of changes, goals, outcomes, indicators, and indexes for RPJP and RPJMN development financing. The result framework will support the achieve of the “innovative financing and conducive financial sector” goal as set by the government for the next long-term planning period. Two outcomes and associated indicators and relevant indexing will be developed as part of the result framework to serve as key elements for achieving the goal and outcomes.

  • Organize planning and coordination meetings with EGSA, Bappenas, and other stakeholders.
  • Support the Senior Economist with the preparation of research outline, workplan, and timeline
  • Provide technical support with data collection, analysis, and presentation and dissemination of the research
  • Prepare monthly progress reports outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.
  • Organize and document meetings, interviews, focus group discussions relevant to the activity
  • Support the Team Leader in developing and disseminating draft and final reports.
Scope of Work

The Research Associate Consultant will support the Senior Economist Team Leader with the development of Long- and Medium-Term Development Plan (RPJPN and RPJMN) for 2025 to 2045 (RPJPN) and 2025 – 2030 (RPJMN), specifically on the development financing framework.

  • Experienced working on development finance in Indonesia.
  • Up to date knowledge of the current methods of development financing in Indonesia, both from government and non-government sides; innovative/blended finance and Public Private Partnership (PPP) practices, and new financing mechanism such as the green financing
  • Experienced working with government agency, preferably with Bappena

Requirements:

  • Experienced working on development finance in Indonesia.
  • Up to date knowledge of the current methods of development financing in Indonesia, both from government and non-government sides; innovative/blended finance and Public Private Partnership (PPP) practices, and new financing mechanism such as the green financing
  • Experienced working with government agency, preferably with Bappenas

The Research Associate will provide services for up to 60 days of level of effort (LOE) from February 2023 to July 2023.

Qualifications
  • University degree in economics, finance, or other relevant fields.
  • At least seven years of work experience in development finance in Indonesia for candidate with Master’s degree and ten years for candidate with Bachelor’s degree
  • Established network in development and/or finance sector in Indonesia
  • Must be an independent and innovative thinker and able to work in a team.
  • Excellent English and Bahasa Indonesia writing and editing skills and communication/ interview skills to support the presentation and stakeholder discussions, as well as an ability to take information from a wide variety of sources and draft clear, succinct, high-level analysis and reports for general dissemination
  • Good presentation and writing skills.

Task: Participate in kick off meeting with Bappenas, conduct initial document review, and develop Work Plan

Deliverable: Workplan will include but not limited to: report outline, research methodology and a description of quantitative models, qualitative methods, and list of FGDs

Tentative Due Date: 1st week of March 2023

Task: Support the data collection, processing, and analysis including a qualitative analysis of relevant literature and international best practices, simulations of some quantitative models, analysis of models results, conclusion and policy recommendation. Support FGDs with stakeholders in Jakarta. Support presentation and submission of draft report to Bappenas.

Deliverable: First draft report and presentation documents.
