Description

International Business and Technical Consultants Incorporated (IBTCI) is recruiting a Team Leader for a baseline survey team to help execute a Task Order issued by the USAID/East Africa /Somalia Office. As the holder of the Somalia Program Support Services (SPSS) contract, IBTCI will be conducting a baseline survey to support a program engaged in formal and informal education activities in Somalia. The purpose of the baseline study is to establish pre-intervention (baseline) measurements that can be tracked during this phase of the program activity, and used to compare end-line measurements via a performance evaluation.

This position is based in Nairobi, Kenya with frequent travel to Somalia, and is full-time, beginning in April 2015 to approximately July 31, 2015.

The Team Leader shall be responsible for the following activities:

  • Selection of field staff
  • Organization of training sessions for interviewers according to SPSS requirements
  • Development of quality control procedures, data entry manuals and codebooks
  • Design of protocols and supporting processes
  • Development of pre-test and pilot test plans
  • Development of survey related documentation
  • Oversight of pilot-testing
  • Provide primary control oversight of survey data collection
  • Follow international standard quality control standards and quality assurance procedures adopted by international research community
  • Adhere to standard USAID requirements (disaggregation by sex, region, etc.)
  • Produce a final report that covers all results

The Team Leader should meet minimum qualification requirements:

  • Minimum of 10 years of proven experience in leading of multinational teams assigned to evaluate USAID funded projects in fragile environments (Somalia experience is a plus);
  • Experience in evaluating international education projects
  • Strong skills in obtaining feedback from stakeholders, facilitation of in-brief, mid-term and out-brief meetings and presenting progress;
  • Experience in synthesizing findings and writing reports;
  • Excellent communication (written and verbal) in English (Somali language is a plus)
