Position Education Program Manager

Location Puntland State Somalia; Based in Garowe with frequent travel to project locations

About RI: Relief International (RI), an international relief and development agency with cross-sectoral programs bridging relief and development, seeks an Education Program Manager to oversee its program in Bari, Karkaar, Sanaag, Sool (East), and Mudug Regions.

Position Summary: The Education Program Manager will be responsible for the start-up, ongoing management, continuing development, and daily supervision of all activities under RI’s Supporting Expanded Participation in Somalia Basic Education Program. The position is based inBari region, with travel throughout Puntland on a regular basis, and toNairobi to attend RI team meetings and interagency forums.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • With the RI team and project partners, maintains a program strategy in line with RI’s mission and the consortium’s mandate. Ensures that the program remains within the remit of the initial design and propose any adaptations based on field information when necessary.
  • Designs workplan and manages implementation of a multi-location education intervention in Puntland. Ensures project targets are met according to workplan deadlines, and that the project is adequately resourced to carry out effective programming. Oversees course correction with other senior staff as needed.
  • Develops close, effective relationships with institutional donors and project partners. Maintain positive relations and reputation for RI.
  • Ensures sound administrative practices with regard to record keeping, compliance with EC regulations, reporting requirements, communications, and overall audit compliance.
  • Conducts community assessments to identify critical requirements for program interventions with a particular focus on women and girls.
  • Plans and implements emergency interventions in beneficiary communities as needed.
  • Consults with beneficiary groups, community leaders, and relevant line ministries.
  • Consults with peer and UN agencies on international standards with regards to program design and implementation.
  • Participates actively with interagency education and related forums on behalf of RI Somalia.
  • Works with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.
  • Conducts and designs education activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regard to the political context.
  • Provides capacity-building for national staff: technical support, organizing training, and preparing a training schedule for protection and livelihoods staff.
  • Ensures that RI provides quality services that meet international standards.
    • Reviews and writes all education and education-inclusive proposals, reports, assessments, and research in consultation with the Senior Management Team, Country Office, and Headquarters.
    • Submits weekly, monthly, and quarterly reports by collection of information and data from the field, data analysis, and report documentation.
    • Seeks funding support from local donors in coordination with the Country Office.
    • Participates as an active staff member on the Somalia Senior Management Team, which includes collaborative oversight for program administration, operations, and communications.
    • Manages sector budget and personnel in line within RI field procedures and Code of Conduct.
    • Stays abreast of the current events and best practices in the field of education for humanitarian relief and development sectors via research, training modules, working groups, and conferences.

QUALIFICATIONS & REQUIREMENTS:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Significant (at least 8 years) experience working with an INGO in increasing positions of reporting and responsibility.
  • Experience (minimum 2 years) developing and implementing non-education sector activities.
  • Experience (minimum 4 years) developing and implementing complex education activities.
  • An advanced degree in international development, education, or related fields.
  • Experience managing EC-funded projects.
  • Demonstrated leadership and teamwork skills.
  • Logistical planning and problem-solving skills.
  • Experience with data collection and analysis.
  • Experience living and working in dynamic, insecure environments and with local communities.
  • Ability to live and function at a high capacity within a collaborative organizational structure.
  • Ability to live and work from within a remote post.
  • Understanding of the political and cultural context inSomaliaandEast Africaand a strong interest in working in the region.
  • Demonstrated written and oral communication skills.
  • Demonstrated statistical survey, analysis, and presentation skills.
  • Demonstrated budget and expense management skills.

Salary: Ranging between US $45,000 and $50,000 per annum and commensurate with experience and qualifications.
