Job Description

SUMMARY OF ROLE

The eHealth Policy & Interoperability Specialist will provide management and implementation of eHealth policy and interoperability activities for a CDC-funded health information systems project in Namibia, the Namibia Project for Information System Strengthening, Continuous Quality Improvement and Enhanced Surveillance to Sustain Epidemic Control. S/he will provide technical assistance to support the interoperability of health information systems, including electronic medical records (EMR), laboratory information systems (LIS), human resource information systems (HRIS), district health information systems (DHIS) key population tracking, client-based surveillance (CBS) systems, and other health-related information systems using international standards. The eHealth Policy & Interoperability Specialist will manage and implement eHealth policy activities including development of a national eHealth architecture and national case-based surveillance (CBS) guidelines. S/he will collaborate with stakeholders including the Ministry of Health and Social Services (MOHSS), facilities, implementing partners, multi-lateral partners such as WHO, UNICEF, and UNAIDS, and other local institutions and counterparts at national and subnational levels as necessary.

ESSENTIAL FUNCTIONS

  • Implement eHealth policy activities for achievement of program results, including supporting the development and strengthening of a national eHealth/IT architecture to improve data access, exchange, and use; as well as supporting the development of national CBS guidelines.
  • Lead activities to develop interoperability between health information systems using international standards.
  • Adapt eHealth architecture and Information Standards and Interoperability Toolkits to meet the needs of country leaders, planners, policy makers, district, facility, and community needs in public and private sectors.
  • Work with stakeholders to identify appropriate business cases for data flows and obtain appropriate permissions to develop needed data repositories and databases, and implement internationally-consistent information standards.
  • Build capacity and transfer knowledge on information infrastructure deployment, scale-up, and expansion to country stakeholders to develop data-driven decision-making skills and sustainability.
  • Liaise with monitoring and evaluation system to develop and use data to assess and report on eHealth policy and interoperability progress for project reporting, and refinement of project strategies and activities.
  • Supervise eHealth policy and interoperability staff and conduct regular supportive supervision visits to government, facilities and consortium partners.
  • Support the submission of program, technical, and financial reports and other deliverables to the donor, in coordination with IntraHealth headquarters.

MINIMUM REQUIREMENTS

  • A Bachelor’s degree in a relevant discipline such as Public Health, Public Administration, Computer Science or related discipline required. Master’s degree preferred.
  • At least 7 years of technical experience in the health informatics program area. Experience in designing and implementing eHealth policy activities and interoperability standards to improve health information systems preferred.
  • At least 3 years of supervisory experience.
  • Excellent skills and ability to engage stakeholders, build consensus, and encourage collaboration and coordination
  • Experience working on US government funded projects, specifically PEPFAR-funded projects, is preferred
  • Excellent oral and written communication skills in English
  • High level of computer literacy in Word, Excel, PowerPoint
